This USAID position, in Office of Foreign Assistance (FA), is co-located in the State Department in the Plaza East Office Building, 1800 North Kent Street, Arlington, VA 22209. USAID's headquarters is located at 1300 Pennsylvania Ave., NW. Washington, DC.

Responsibilities

This position is located in FA, Information Systems Team. The Information Systems Team develops and manages FA's critical management information systems; and for ensuring that information is compatible across USAID and State systems, and that it is collected economically and efficiently.

As an Information Technology Specialist (INFOSEC), you will:
  • Oversee the development of long-range plans for IT systems around the areas of engineering, sustainability, and security that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems;
  • Provide oversight of the implementation of higher-level security requirements, such as those resulting from laws, regulations, or Presidential directives;
  • Define the scope and level of detail for security, sustainability, and engineering plans and policies applicable to IT systems. Provide expert guidance in the planning, coordination, and development of specifications to meet requirements at the agency or wide area network (WAN), local area network (LAN), and wireless wide area network (WWAN) level;
  • As technical expert, identify specifications, requirements and statements of work (SOWs) for information technology (IT) hardware and/or software, services, and maintenance in multi-year IT contracts;
  • Assist in the development, implementation and monitoring of a strategic, comprehensive enterprise information technology services program to ensure that the integrity, confidentiality and availability of information is owned, controlled or processed by the organizations;
  • Plan and investigate mission-critical cyber security and sustainability conditions that affect the integrity of an agency-wide information technology (IT) infrastructure; and
  • Provide assistance in the development and management of the annual budget and day to day execution of IT contracts, projects, and portfolio managements;


Travel Required

Occasional travel - Travel may be required 2 to 3 times per year; potentially an overseas trip, and other domestic trips.

  • Must be able to obtain and maintain a security clearance.

Direct Hire Authority: This position is being filled using 5 U.S.C., Section 3304 and 5 CFR Part 337, Subpart B, which is the OPM approved government-wide direct-hire authority.

Qualifications

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) knowledge of computer hardware and software concepts and the employment of mathematical and computer based modeling of business, computer and system processes; (b) professional work experience in leading and participating in integrated project teams, drafting statements of work, performing business case development, project management and contractor management and support inspector general audits, FISMA audits; and (c) skill in providing contractor oversight as a contracting officer representative (COR) for a full range of systems.
