Responsibilities

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Public Affairs (OPA), in Washington, DC.

At the full performance level (GS-13) the major duties of this position include but are not limited to the following:

1. Develops and coordinates public affairs strategies to secure public understanding and support in reaching bureau objectives.
2. Writes, reviews, edits, and makes recommendations concerning speeches, publications, and presentations to ensure they conform to BSEE environmental policies and procedures and are consistent with good communications practices.
3. Develops, through research and interviews, written informational materials designed to reach regional and national audiences through the news media utilizing wire services, radio, television announcements, fact sheets, feature stories, speeches, audio visual presentations, reports, biographical sketches, correspondence, background statements, etc.
4. Maintains up-to-date, detailed knowledge of how BSEE environmental programs operate in order to serve as the lead Public Affairs Specialist for BSEE's environmental stewardship programs.
5. Independently researches, analyzes, and solves problems as assigned by the Office of Public Affairs (OPA) Chief. Prepares written and oral briefings for presentation to OPA Chief and management when necessary.
6. Contributes to the implementation of BSEE's internal communication plan through preparation of environmentally themed communication materials and provides input on effective methods and techniques.
7. Implements long-range and interim communications policies, strategies, and decisions regarding bureau environmental stewardship activities.
8. Uses proactive and creative approaches to establish effective relationships with new, non-traditional, and sometimes adversarial media representatives and public affairs personnel of specialized groups.

Salary Range Information:
GS-11: ($72,750 - $94,581) per annum
GS-12: ($87,198 - $113,362) per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Occasional travel - Travel of 1-5 nights per month may be required.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience or education for the series/grade to which you are applying.

GS-11
A. Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:preparing various types of communication such as press releases, presentations, articles, photos, talking points, speeches, or flyers for dissemination to the media or to the public.

B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Transcripts required)

C. Combination of Experience and Education: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%). Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) preparing various types of communication such as press releases, presentations, articles, photos, talking points, speeches, or flyers for dissemination to the media or to the public; 2) implementing a communications plan for a public affairs program; and 3) serving as a spokesperson for an organization, responsible for transmitting information to the press. Must meet all statements.
