This position is in the Department of Education (ED), Federal Student Aid (FSA), Office of Partner Participation and Oversight (PPO), Partner Eligibility & Oversight Services Directorate. The Partner Eligibility & Oversight Services Directorate (PEOSD) is responsible for providing integrated oversight and monitoring of institutions participating in the Federal student financial assistance program funds. FSA administers key financial assistance programs providing grants, loans, and other forms of financial aid to students pursuing postsecondary education. The confidentiality, integrity and availability of FSA information are critical.

As a Supervisory Management and Program Analyst, you will:
  • Provide advice the long and short-range goals of the compliance oversight program. Participate in the coordination and management of the planning and implementation of policies and procedures for monitoring institutions participating in the Federal Title IV student aid programs ensuring compliance with federal legislation, regulations, and departmental policies. Advise senior staff on proposals and issues involving exceptional controversy, intensive outside interests, or significant long-range effects on the program or on other organizations.
  • Serve as an advisor to supervisor and senior staff on means of meeting program requirements, assessing life cycle costs, economic impact, and timing of alternative program efforts. Develop and/or review official responses to Congressional requests, i.e., correspondence, testimony, and Congressional questions and answers. Draft guidance and direction regarding program management and reporting.
  • Serve as an expeditor, coordinator and representative for the Partner Eligibility Oversight Services Director on a broad spectrum of high-level complex assignments, particularly those involving sensitive issues crossing FSA program lines, and typically have stringent competing deadlines and major planning, policy or operations implications.
  • Utilize quantitative and qualitative methods and techniques for gathering and analyzing data, measuring, and evaluating accomplishments of FSA goals and objective, and improving management systems and processes. Perform the required fact-finding and research necessary to determine the nature and scope of new requirements, identifying problem areas, and identifying gaps.

Qualifications

Specialized Experience: For the GS-15 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience must include performing at least two (2) of the following three (3) duties or work assignments.
  • Comprehensive knowledge of the federal regulations and statutes governing the federal student aid programs.
  • Extensive and comprehensive experience in federal student aid administration or compliance oversight at the postsecondary education institution level, or related executive management experience in the private sector regulatory oversight industry or other federal agencies.
  • Experience with formulating objectives and priorities, and implementing plans consistent with the long-term interests of an organization, and the ability to capitalize on opportunities and manage risks.

  • Knowledge, Skills, and Abilities (KSAs)

    The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
    • Knowledge of management and organizational principle and practices along with a comprehensive knowledge of FSA's goals and objectives, planning, programming and acquisition guidelines and processes.
    • Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables.
    • Knowledge of public policies or programs, administrative laws, policies, federal student aid regulations, statutes, and precedents applicable to the compliance oversight environment.
    • Ability to effectively and efficiently communicate verbally and written developing recommendations, writing and presenting written agreements and policy guidance, explaining/defending status of projects, making presentations in public forums, and briefing recommendations and program concepts, and coordinate with points of contact at all Department levels.
