As a Financial Management Specialist, you will plan and carry out financial management program activities, projects and tasks in various program areas, such as travel, financial systems operations, and financial management. You will analyze, evaluate and advise on financial systems, programs, and operations. In addition, you will develop or update financial policies and operating plans.

Responsibilities

The following are the duties of a Financial Management Specialist at the NB-V. If you are selected at the NB-IV level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
  • Apply analytical and statistical principles/techniques in financial management reviews of systems data. Provide technical resolution and recommendations regarding financial management issues and functions.
  • Administer management controls to provide information to, and acquire information from financial management systems and disseminate that information to appropriate users.
  • Analyze problems and issues involving accounts receivable and/or accounts payable using accepted financial and accounting methods to reconcile financial data and to analyze internal controls. Use various audit procedures to measure the degree of program and financial management compliance.
  • Develop training related to the development, testing, and implementation of new or revised financial systems.
  • Identify, analyze, and resolve issues associated with accounts receivable and/or accounts payable processes, procedures, and policies.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

Specialized Experience:

For the NB-V, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-11. Examples of specialized experience for this level include:
  • Participating in financial management support program tasks, such as: performing financial management reviews of systems data; resolving accounts payable or accounts receivable issues.

For the NB-IV, you mush have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-III band level or GS-7. Examples of specialized experience for this level include:
  • Participating in financial management support program tasks, such as: assisting with financial management reviews of systems data; assisting with issues involving accounts payable or receivable.

OR

Education for the NB-IV:
Successfully completed a Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

Combination of Education and Specialized Experience:
Have a combination of graduate level education from an accredited college or university AND specialized experience (as described above), which is equivalent to the NB-III level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. One year of full time graduate education is considered to be number of credit hours that the school attended has determined to represent one (1) year of fully-time study. If the number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

• Salary range includes 22.26% geographical pay.
