Responsibilities

The Lead Medical Support Assistant (MSA) for Care in the Community monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of community care referrals; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work assignments/schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between AMSA and staff in order to resolve day to day conflicts.

Additional duties include but are not limited to the following:
  • Lead team of AMSAs working to authorize and schedule consults for veterans receiving care in the community through the Mission Act.
  • Pull community care consults from databases, organize and assign workload to AMSAs;
  • Order office supplies and necessary forms;
  • Schedule/Authorize patients' appointments and/or consults;
  • Communicate well with clinical nursing staff, veterans and community partners in dynamic team environment.
  • Problem solving and mentoring skills in a supportive way to help teammates reach their highest potential.
  • Monitor and track work productivity of AMSAs and prepare reports for supervisors on a regular basis.
  • Encourage all staff to emphasize the importance of excellent customer service and treat all team members, community partners and Veterans with dignity and respect.
  • Initiate and carry out a variety of administrative and technical duties in support of community care referral management.
  • Set priorities and deadlines; adjusting the flow and sequencing of the work to meet team and patient needs.
  • Assist with contacting Veterans by telephone to explain pending or new consult requests
  • Other duties as assigned.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education.
    • (1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
    • (2) Education. One year above high school; OR,
    • (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Lead Medical Support Assistant, GS-7

Experience. One year of experience equivalent to the [GS-6] grade level.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
  • Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
  • Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
  • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines
  • Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.
  • Ability to provide staff development and training.
  • Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

    The full performance level of this vacancy is GS-7.

    Preferred Experience: Experience in Care in the Community.

    Physical Requirements: The work is mostly sedentary and requires incumbent to utilize a personal computer resulting in a large amount of keyboarding/data entry.Additionally, lifting and carrying items such as medical records, paperwork, folders and will be required to do tasks that require some fine manipulation skills/abilities.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
