The individual hired for this critical FLRA position oversees the execution of financial management activities relating to the programs and operations of the agency in order to provide improvement in the Agency's financial management, system of accounting, as well as audit and performance reporting. The incumbent reports directly to the BFD Director and prepares complete, reliable, timely and consistent financial information for the use by the Director and senior leaders of the FLRA.

The Budget and Financial Management Specialist is responsible for: (1) Federal budget execution, including end-of-year closeout activities; (2) managing programs and projects to deliver an agency-wide, Federal financial management program, including the Government Performance and Results Act (GPRA), Annual Financial Report (AFR) and financial statements audit activities; (3) performing financial analysis of program obligations, cost trends, and variances from program fiscal performance; (4) managing integrated-accounting/financial management systems.

In executing the budget and financial program, the incumbent will utilize the guidelines, rules and regulations issued by the office of Management and Budget (OMB), the department of Treasury, the General Accountability Office (GAO), Congress and the FLRA. The incumbent performs a wide variety of administrative and analytical duties connected with the preparation, review, justification and presentation of the budget. The incumbent tracks progress of agency expenditure of appropriations, and analyzes changes in the budget and financial plans for the effects on program milestones.

The incumbent is also responsible for preparing, analyzing, interpreting and presenting accounting data; operating, maintaining, and modifying accounting systems; using accounting information to recommend solutions to management problems and structuring of organization programs; managing, operating, and analyzing cost accounting systems in connection with manufacturing or other business activities; designing, implementing, and assessing internal control processes and systems.

This position is located in the Budget and Finance Division (BFD), Federal Labor Relations Authority (FLRA). The Budget and Finance Division has responsibility for management of the financial resources allocated to the FLRA. In carrying out this responsibility, the Division coordinates and correlates the functions of programming, budgeting, accounting for, evaluating and developing managerial-type reports on agency financial resources. BFD provides authoritative advice to agency managers concerning the programming, budgeting, accounting, reporting, and review and analysis systems for management of financial resources. The incumbent must be familiar with budgetary and financial policies, procedures, and practices. Specific knowledge, skills, and abilities required are as follow:

1. Knowledge of rules and regulations pertaining to the Federal budget policies, accounting principles and practices.
2. Ability to gather, analyze and evaluate budget and financial information and to make recommendations and/or decisions.
3. Ability to apply agency policies and procedures in the development of financial resource plans.
4. Skill in utilizing financial and accounting software in order to prepare, review, and edit financial reports.
5. Ability to communicate effectively in writing and speech.

In order to receive full consideration, applicants must have: Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled.
  • Examples of qualifying specialized experience include: applying the U.S. Standard General Ledger (USSGL) guidance on and information concerning standard accounting or financial principles and practices, analyzing and evaluating continual changes in funding and its effect on financial and budget programs, and analyzing financial and budget relationships to develop recommendations for action. Experience preparing or examining financial records; tracking expenditures for multi-year budgets; compiling information for preparation of recurring budget or finance reports; recording or analyzing financial information; reconciling financial records; performing accounting work; recording financial transactions in accordance with an operating plan. Performing budget formulation, execution and performance functions.


Education is not substitutable for specialized experience at this grade level.
