Summary

You will serve as a Supervisory Human Resources Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office of Disaster Personnel - ODP in Herndon, Virginia. This position is responsible for planning and directing human resources operations relating to staffing, recruitment and placement, including processing all Human Resources (HR) actions and conducting Merit Promotion and Delegated Examining activities.

Responsibilities

As a Supervisory Human Resources Specialist at the GS-0201-13, some of your typical work assignments may include:
  • Serves as the Supervisor to a staff of Human Resources Specialists and Assistants.
  • Provides advice and information to management and employees and ensures that HR program decisions and operations are in compliance with the Federal personnel system.
  • Provides policy guidance on the staffing and recruitment program, classification and position management, HR document management, employee benefits programs, pre-employment suitability issues, compensation, and processing payroll and personnel actions.
  • Facilitates strong and reliable systems of communication guided by ODA principles to ensure that each HR Office operates effectively and efficiently.
  • Plans, assigns and evaluates work to be accomplished by subordinates with processing personnel and payroll actions in the National Finance Center (NFC) automated system.
IMPORTANT NOTES:
  • This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to twelve hours a day)

  • You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory/managerial probationary period.
  • A one-year supervisory/managerial probationary period may be required.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS120 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this specialized experience must demonstrate the following:
  • Leading or supervising a team of diverse employees in the day-to-day operations of an organization/office;
  • Reviewing or preparing a wide variety of personnel actions, such as accessions, promotions, reassignments, separations, awards, etc. ensuring completeness and accuracy;
  • Interpreting and applying various HR regulations and policies/practices related to staffing, recruitment and placement (such as pay setting; coding personnel actions such as accessions, promotions, and reassignments; and determining veteran preference entitlements, etc.) activities which includes advertising positions and filling vacancies; AND
  • Communicating effectively both orally and in writing with supervisors/management and subordinate staff to provide guidance consultative and advisory services, and/or training.

How You Will Be Evaluated

For this vacancy, the Office of Disaster Personnel will use a Category Rating system to refer qualified applicants for consideration. This is a three-step process.   • Qualified - an overall basic level of knowledge, skills and abilities related to this position.
