This position is located in the Deputy Commandant for Operations, Coast Guard's (CG) CYBER Command, Washington, DC.

Responsibilities

You will be responsible for the planning, analysis, and enhancement of information systems security programs, policies, and procedures; and also ensuring that security policies, procedures, and standards are applied across multiple IT specialties in direct support of USCG Missions as well as the agency's IT architecture. You will also be responsible for providing on-scene leadership and guidance in reducing Cyber risk and defending the Coast Guard's network.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Developing policies and procedures to ensure information systems reliability and accessibility, and to prevent and defend against unauthorized access to systems, networks, and data.
  • Developing systems security contingency plans and disaster recovery procedures.
  • Implementing, deploying, and maintaining and administering CG's portions of the DoD Information Network and IT infrastructure.
  • Applying cybersecurity principals to reduce attack and vulnerability risks to CG systems and networks.
  • Ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.

Qualifications

SPECIALIZED EXPERIENCE GS-13: To qualify for this position, applicants must have 1 year of specialized experience at or equivalent to the GS-12 grade level related to or in the field of the position to be filled.

SPECIALIZED EXPERIENCE GS-14: To qualify for this position, applicants must have 1 year of specialized experience at or equivalent to the GS-13 grade level related to or in the field of the position to be filled.

Examples of specialized experience includes:
  • Evaluate security architecture and its design against cyberspace threats as identified in operational and acquisition documents.
  • Patch network vulnerabilities to ensure information is safeguarded against outside parties.
  • Detect exploits against networks and hosts and react accordingly Conduct network scouting and vulnerability analyses of systems within a network.
  • Deploy tools to a target and utilize them once deployed (e.g., backdoors, sniffers).
  • Validate intrusion detection system (IDS) alerts against network traffic using packet analysis tools.
  • Maintain baseline system security according to organizational policies.
  • Design group policies and access control lists to ensure compatibility with organizational standards, business rules, and needs.
  • Configure and optimize network hubs, routers, and switches (e.g., higher-level protocols, tunneling, etc.).
  • Assist in the construction of signatures which can be implemented on cyber defense network tools in response to new or observed threats within the NE or enclave.
  • Assess exploited systems' potential to provide additional access, target development information, intelligence and/or covert infrastructure.
  • Provide and maintain documentation for TTPs as inputs to training programs.
  • Construct signatures which can be implemented on cyber defense network tools in response to new or observed threats within the NE or enclave.
  • Capture security controls used during the requirements phase to integrate security within the process, to identify key security objectives, and to maximize software security while minimizing disruption to plans and schedules.
  • Identify security implications and apply methodologies within centralized and decentralized environments across the enterprises computer systems in software development.
  • Translate security requirements into application design elements including documenting the elements of the software attack surfaces, conducting threat modeling, and defining any specific security criteria.
  • Develop content for cyber defense tools.
  • Apply coding and testing standards, apply security testing tools including "'fuzzing" static-analysis code scanning tools, and conduct code reviews.
  • Compile and write documentation of program development and subsequent revisions, inserting comments in the coded instructions so others can understand the program.
  • Develop software system testing and validation procedures, programming, and documentation.
  • Perform secure programming and identify potential flaws in codes to mitigate vulnerabilities.

    In addition to the required specialized experience, applicants must have IT-related experience demonstrating each of the four competencies listed below:

    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
