This position is located in the Department of Labor (DOL), Office of Labor-Management Standards (OLMS), Division of Planning, Management and Technology (DPMT). This position is located in Washington, DC.

Responsibilities

Supports the Administrative Officer and OLMS leadership in OLMS-wide management activities designed to ensure the efficiency and effectiveness of business processes and procedures. Using advanced analytical methods, conducts research and evaluates the effectiveness and efficiency of administrative operations, processes, or resources in meeting management goals and objectives. Develops new policies, procedures, and guidance materials or adapts existing guidance in response to new regulatory requirements and to promote efficiencies in administrative operations. Prepares complex reports that provide information to management concerning the status of activities and in response to inquiries from internal and external stakeholders. Leads a variety of projects to ensure that OLMS strategic plan, mission, vision, and values are achieved. Articulates and communicates project milestones, priorities, and deadlines and timeframes for completion; resolves problems as they arise; adjusts workload; and balances tasks to accomplish project tasks. Provides expert analysis and advice on assigned projects. Plans and implements a system for maintaining the budget records. Ensures obligations, commitments, funds available and balances are accurately reflected. Exercises budget controls through review, analysis and approval of the obligation and expenditure of funds for management and administrative purposes. Implements a system to accurately reflect obligations, commitments, funds available, ledger balances, etc. Negotiates desired changes with program managers of submitting components. Works with managers for reallocation of funds to meet emergency or unanticipated purposes in response to changes in programs, emergencies, staffing levels, and/or funds available.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experience would typically include, but are not limited to: experience that involves knowledge of qualitative and quantitative methods to analyze, plan, evaluate, and measure the effectiveness and efficiency of the Organization and make recommendations regarding operational and/or procedural changes. Possesses experience reviewing program surveys, special studies, project reviews, literature searches, fact finding, etc., to effectively identify trends, problem areas, inefficiencies, and inconsistencies.

Education

There is no substitution of education for specialized experience at the GS-13 grade level.

Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.

Technical Competence: Ability to interpret program law requirements and develop regulations, policy, statements, and other similar guidance; uses information and data in order to determine the impact on program operations; able to describe changes to subordinates and make recommendations to senior management on proposed changes.
