Responsibilities

The NRO will make selections at the GG-12 level for this position

As a TECHNICAL ANALYST (CUSTOMER ENGAGEMENT, TEAM LEAD) you will be responsible for the following duties:
  • Prepares, provides, and evaluates conventional plans, designs, design specifications, and related documentation determining and/or executing actions for a wide range of assignments involving combinations of complex features.
  • Provides advice to senior colleagues and/or management officials responsible for broad program operations.
  • Researches trends and patterns; develops new methods and criteria; proposes new policies and practices; conducts technical analyses and field/laboratory work to achieve desired products or services.
  • Evaluates the value and applicability of new or improved technology, strategies, trends or applications.
  • Assesses project and program effectiveness interacting with NRO-user community with respect to system and/or operational requirements.
  • Provides expertise and advice on program planning and policy-making functions covering a broad range of engineering and scientific program and plans, develops, advises on and implements crucial project and/or segments of NRO programs, project or activities.
  • Conducts systematic exploration of problems and analysis of alternatives. Presents trend analysis data ascertaining potential problem areas.
  • Plans, executes and reports or original studies or ongoing studies requiring a fresh approach to resolve new problems, modifying and adapting standard procedures, methods and techniques to address problems.
  • Plans, coordinates, and implements tests and conducts projects, serving as an advisor to other scientists or engineers.
  • Performs scientific and technical evaluation, correlation, synthesis and presentation of important data in a complex field making significant technical and scientific recommendations and decisions.
  • Performs other duties as assigned.

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

This position is a Full Performance level DCIPS position. DCIPS Full Performance level positions include GG-12. The NRO is accepting applications from both current Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-12 or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step.

Specialized experience required for this position is:
  • Understanding of the principles, concepts, and methodologies of scientific and engineering disciplines such as knowledge of engineering, mathematics, physics, physical sciences statistics, operations research, and computer science to perform assigned duties and responsibilities.
  • Proficient in system engineering, project management, and acquisition management.
  • Ability to plan, and organize research, production and support of subsystems or equipment, and integrate a variety of acquisition functions and personnel in support of the process.
  • Familiar with mission roles, functions, organizational structures, and operations, which govern, interface with and/or influence the ground and space systems acquisition process and integrated life cycle management in support of an organization mission.
  • Establishes interpersonal relationships to work with project/program teams in the implementation of organizational programs.
  • Ability to plan, organize, and manage critical aspects of research, development, production, and support of systems, subsystems or equipment, and to integrate, analyze, and manage a variety of acquisition functions and personnel in support of these processes.
  • Capacity to manage competing priorities, multiple tasks, and work requirements by continuously analyzing available resources against ongoing work.
  • Ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce analytical products (such as test plans and final reports) and the ability to employ methodological approaches to analyze information.

This is a Defense Acquisition Work Improvement Act (DAWIA) position. Acquisition Category S (Systems Planning, Research, Development, and Engineering) Level II and Incumbent must meet appropriate certification requirements IAW the DAWIA no later than 24 months after accepting the position. Individual shall maintain, at a minimum 80 Continuous Learning (CL) Points every 24months via the services acquisition management system.
