Duties

Summary

This position is located in the Branch of Building Operations (BBO), Office of Facilities and Administrative Services (OFAS), Office of the Secretary (OS), U.S. Department of the Interior (DOI). The primary function of this position is to serve as the Energy Manager for OFAS, in addition to providing facilities management and support services for the Main Interior Building (MIB).

Responsibilities

  • Compile energy data throughout the fiscal year for annual reporting purposes, to include but not limited to Green House Gas (GHG) reports and Energy Narratives. Submit said reports on time and factually correct.
  • Organize and enter all energy and water utility consumption and cost into DOI's Financial and Business Management System (FBMS).
  • Attend and represent OFAS at all Department Energy Conservation Committee meetings. Formulate and submit all data calls.
  • Oversee and manage the MIB recycling program. Serve as Contracting Officer's Representative on trash and recycling contracts. Formulate and submit annual Solid Waste and Chemical report.
  • Serve as point of contact and manage all incidents related to asbestos to include required record keeping. Maintain asbestos management/planner training to include refresher training.
  • Oversee and manage the MIB Universal Waste Program. Maintain DOT HAZMAT/RCRA training.
  • Oversee and manage the MIB pest control program. Serve as liaison with building occupants on pest control issues and as COR on associated contract.
  • Serve as Custodial Property Officer for the Branch of Building Operations. Document and log in all new equipment. Decommission all equipment as needed.
  • Serve as the Acting Building Manager in the event the actual Building Manager or Assistant Building Manager are absent.

Qualifications

For the GS-13 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience managing a large building's energy consumption and reporting; experience resolving environmental issues to include indoor air quality and asbestos abatement; conducting facility surveys for a large complex; developing preventative maintenance plans; making recommendations for improvement based on studies; and experience reviewing requests for repair to assure compliance to building requirements.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability :
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
