Summary

You will serve as the staff accountant performing assignments of great difficulty involving preparing financial statements and reconciliations in the Office of the Chief Financial Officer. Responsibilities include internal and external reporting, financial management, internal control risk and analysis, system requirements gathering and analysis, and analyzing complex financial data in a variety of integrated and nonintegrated financial and functional systems.

Responsibilities

As a Staff Accountant, you will:
  • Prepare the monthly, quarterly, and annual financial statements; ensures the United States Standard General Ledger (USSGL) account balances are reasonably stated; validate account relationships agree and correct USSGL account attributes are used; and coordinate with the ESC, FHWA staff support and program offices, and other Federal agencies to correct reporting errors. Provide direction to the ESC to finalize the financial statements and reports.
  • Prepare the monthly standard form (SF) 133 Report on Budget Execution and Budgetary Resources ; ensures budgetary data are recorded correctly; verifies compliance with the SF 132 Apportionment and Reapportionment Schedule ; and coordinate corrections with ESC and the Office of Budget.
  • Review the monthly Government-wide Treasury Account Symbol Adjusted Trial Balance System (GTAS) reports; ensures agreement with the Delphi accounting system trial balance (TB) data; coordinate error corrections with ESC, OMB, and Treasury; and support the preparation of FHWA, DOT-wide, and Federal government-wide financial statements.
  • Prepare the quarterly financial statement footnotes; reconcile footnotes to the financial statements; provide support for all footnotes; and ensure correct amount and narrative are disclosed on the footnotes.
  • Prepare the quarterly financial statement fluctuation analysis; review financial statement line items; execute queries from the Delphi accounting system; coordinate root cause with the FHWA staff support and program offices; provide brief and concise explanations; communicate fluctuations orally and in writing; respond to participant inquiries; and provides supporting documentation upon request.
  • Provide subject matter expertise to record complex accounting transactions; facilitates meetings to discuss accounting issues to a diverse audience; and serves as technical advisor for providing recommendations to correct transaction and reporting errors.
  • Develops new and updates existing standard operating procedures; implements new or enhanced procedures; and employs best business practices and industry standards to documented procedures.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
  • Experience using financial management or accounting systems and applying financial practices to evaluate the completeness, accuracy, and timeliness of organizational financial data.
  • Experience applying concepts, principles and practices in the accounting field to analyze financial statements, conduct reviews, or audits.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience using financial management or accounting systems to research, review, and evaluate required changes to accounting data in transactions files, subsidiary ledgers, accounts, summary reports, or financial statements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the OMB Circulars to prepare financial statements, financial statement footnotes, and financial reports; and record budgetary resources, status of budgetary resources, direct and reimbursable transactions, rescissions, and adjustments.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

  • Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

  • OR
  • Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
