Responsibilities

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

This position is located in the Export Import Bank of the United States, in the Office of Small Business, in the Minority and Women Owned Business Outreach Division (MWOB). The Office is responsible for carrying out the mandate of Section3(i) of the Agency's charter which specifies that the President of the Bank shall establish an office within the Small Business Division which shall "continue and enhance outreach activities of the Bank with respect to, and increase the total amount of loans, guarantees, and insurance provided by the Bank to support exports by socially and economically disadvantages small business concerns(asdefinedinsection8(a)(4) of the Small Business Act) and small business concerns owned by women."

Overall responsibilities of the Business Development Specialist include, but are not limited to: (1) Meeting and/or exceeding specific sales goals resulting in bank authorizations; (2) Initial customer contacts on behalf of the Bank; (3) Outreach and counseling services related to Bank services and products; (4) Input into EXIM Bank program and marketing literature for the assigned target market -- development, publication, and dissemination to the public; (5) Training the general exporting public and related government personnel on function, process, and programs of the Bank; (6) Pro-active business development in emerging and rural markets, to small businesses and financial institutions; (7) Maintenance and management of the marketing database related to the assigned market area to be utilized in a multitude of ways in support of the Division's and overall Bank's mission; and (8) Research and analysis is of U.S. export market.

At the full performance level, duties include, but are not limited to:
  • Works toward tile achievement of stated numerical sales goals and any other performance goals set by senior management and ensures that qualified leads are contacted and followed up on in a timely manner. Meets with all potential clients that are or could be a party to any U.S. export transaction within his/her assigned region or category. Educates clients on all EXIM Bank and other agency programs available to exporters of U.S. products and services.
  • Serves as primary public speaker in the assigned geographic territory or special initiatives assignment on behalf of EXIM Bank on underserved market and Small Business issues. As applicable, attends domestic trade shows and seminars that showcase EXIM Bank risk mitigation and financing opportunities to attendees. As needed, organizes and serves as principal and/or sole speaker for training seminars and marketing events.
  • Advises clients and potential clients in determining the appropriate EXIM products to best meet their needs. Assists in the application process of all EXIM Bank products, including eligibility, program requirements, fees and credit requirements. Provides guidance to clients regarding all EXIM Bank eligibility requirements, policies and procedures.
  • Designs, implements, and monitors marketing plans for a specific geographic territory or special initiatives assignment within OSB. Prepares reports advising various levels in the Bank on the status of these initiatives.
  • Leverages relationships with the export-related business community to reach small business exporters.
  • Maintains a current, in depth and technical knowledge of all programs, structures, and EXIM Bank policies necessary to achieve sales goals and to fulfill the mission of the OSB.
  • Utilizes the Bank's Customer Relationship Manager (CRM) system to obtain leads, cold-call to exporters, follow up on leads, maintains file cases of possible leads and record status of leads and closed sales.
  • Mentors less experienced business development specialists to develop technical knowledge of EXIM Bank's products, programs, policies and procedures.
  • Works on special projects and performs other duties as required by supervisor.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-#11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-#09 level in the Federal Government. Specialized experience includes:
  • Experience in providing international outreach and education to the underserved business community;
  • Experience using a customer relationship management (CRM) database system to manage data; and
  • Experience in promoting international organizational products and services
OR

If you are substituting education for experience to qualify for at this level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree.

OR

If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.
