Responsibilities

  • Serve as a Management Analyst for the Deputy Chief of Staff for Operations Division
  • Provide analysis and advise the Director on the efficiency and effectiveness of office operations
  • Analyze, focus and align Command strategy by demonstrating measurable performance goals and milestones
  • Oversee business development, education outreach and strategic partnerships with global health organizations
  • Serve as the Lean Six Sigma Deployment Director to analyze, evaluate and recommend Command-level process improvement projects
  • Define project scope, priority and project staffing via data collection methodical approaches to increase quality and performance in business areas
  • Design, implement, and improve Command strategic management systems using strategy maps and scorecards
  • Advise task groups, contractors and consultants utilizing Federal, DoD, and Army statutes, regulations and policies
  • Serves as a team lead in order to build group facilitation, coordination, coaching and problem solving through interpersonal communication to improve the strategic plan
  • Train and teach subordinates on program management strategies
  • Prepare briefs, reports, files, and worksheets to provide information to make managerial decisions

  • This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE
One year of specialized experience which includes:
1) Experience establishing and maintaining the strategic plan and measurable performance goals.

2) Experience coordinating and influencing partnerships within military civilian and contracting circles in order to develop strategic plans.

3) Experience training others on program improvement strategies.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12) or above.

This position requires a valid Lean Six Sigma (LSS) Master Black Belt (MBB) Certification . If selected, you must possess and maintain a Lean Six Sigma (LSS) Master Black Belt (MBB) Certification. The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13, Step 01 to GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

This is a contingent (TERM) appointment, NTE 3 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
