The primary purpose of the position is to serve as a Team Chief, responsible for supervising a large team of Personnel Security Specialists who are responsible for making security clearance eligibility determinations.

Responsibilities

As a SUPERVISORY PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:
  • Serve as Team Chief, responsible for supervising a large team of Personnel Security Specialists who are responsible for making security clearance eligibility determinations.
  • Provide advice, guidance, and direction on a wide range of administrative issues.
  • Ensure developmental employees are receiving scheduled on-line and classroom training and are provided additional resources, if necessary, in preparation for the Adjudicator Professional Certification exam and Due Process credentialing.
  • Review, approve/disapprove, and sign statement(s) of reason to deny or revoke security clearances and/or assignment to sensitive and non-sensitive duties.
  • Provide guidance and training to developmental Personnel Security Specialists on resolving simple to complex adjudicative actions.

  • DoD Personnel Security Adjudicator Professional Certification will be maintained by completing 100 Professional Developmental Units (PDUs) every two years following initial certification
  • Must reside within 50 miles of the position's location (fort Meade, MD)

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Providing advice, guidance, and direction on a wide range of administrative issues
  • Providing a second level review on personnel security clearance cases with significant derogatory information, approving/disapproving, and signing statement(s) of reasons to deny or revoke security clearances and/or assignment to sensitive and non-sensitive duties
  • Ensuring due process is administered to individuals for whom an unfavorable personnel security determination is being contemplated
  • Providing guidance and training to developmental Personnel Security Specialists on resolving simple to complex adjudicative actions
Specifically you will be evaluated on the following competencies:

3. Personnel Security: Applies personnel security principles and methods to process initial clearances, periodic re-investigations, and clearance upgrades/downgrades, and to complete the adjudication and appeals processes. Evaluates internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyzes and reports on clearance and appeals findings to senior security officials and makes appropriate notifications.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
