The Fairfax County Health Department is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information. The Emergency Management Specialist II (Planner), works as part of the expanding Office of Emergency Preparedness and Response (EP&R).

Assists in the production, review, revision, operation, and evaluation of Health Department emergency plans. Acts as a project manager for the production and/or revision of multiple emergency plans, serves as a subject matter expert in preparedness planning, supports the development and delivery of preparedness and response trainings, and manages a variety of planning projects.

Health Department positions are designated as essential and is part of the county’s emergency response which operates seven days a week. Based on emergency response deployment demands, this position may be reassigned to provide support as determined by the emergency response service needs. May be required to perform job duties outside of the typical office setting.

MINIMUM REQUIREMENTS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields, plus two years of professional work experience in emergency management or public safety.

CERTIFICATIONS
Driver's license
CPR (Required within 60 days)
AED (Required within 60 days)

SPECIAL REQUIREMENTS
The appointee to this position will be required to complete a criminal background check and a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS: Extensive experience in and understanding of public health emergency preparedness and response. In-depth knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), CDC's Public Health Preparedness Capabilities, FEMA's Comprehensive Preparedness Guide (CPG) 101, and other recognized standards and best practices in public health emergency management. Experience in all aspects of emergency planning. Excellent written and oral communication skills. Proven ability to multi-task and manage multiple priorities, time-sensitive projects, and deliverables. Ability to work in a dynamic emergency preparedness and response-focused environment, including the necessity for after-hours and weekend work during emergency incidents, trainings, and exercises.

PHYSICAL REQUIREMENTS: Job is generally sedentary in nature; however, job entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, and feel. Visual acuity is required to read data on a computer monitor, digital display, and audio-visual instruments. Must be able to operate keyboard driven equipment and computer. Must be able to lift and carry up to 25 lbs. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle and maintain a valid driver’s license. Must be able to participate fully as a member of the Health Department’s emergency response unit with or without accommodations. All duties perform with or without reasonable accommodations.
