Position Information

Arlington County's Department of Environmental Services is seeking a Digital Production and Mail Center Section Manager to join the Administration Unit. This position is responsible for the administration, operation and supervision of the County’s Digital Production and Mail Center (DPMC)and oversees a multi-million-dollar in-house printing and mail operation.

This Section Manager will perform program management functions including budget and contract work. The employee is expected to complete most assignments with little supervision and uses independent judgment in planning/operational details of the work and making technical decisions. This employee supervises and monitors the work of a group of staff members who support the various functions of the center. Supervision is provided by the Administrative Services Chief.

Specific duties include:

  • Supervising a total of seven DPMC staff members working in the areas of consultation/customer service, graphic design, production and delivery operations;
  • Overseeing the collection and distribution of County mail while u tilizing technical knowledge of the USPS mail options and its application in order to reduce mail costs;
  • Preparing program budgets and monitoring financial performance of the Printing Fund, including generating revenue to cover annual operating costs and maximize productivity in order to maintain low costs on internal County agencies;
  • Utilizing print management solution software or other customer service technology used in the Print Industry is required;
  • Providing leadership and strategic direction for the section based on emerging industry trends and practices, including production enhancements using technology;
  • Managing the County’s contracts for DPMC including writing specifications for bid documents and managing the contracts; and
  • Directing customer service and marketing efforts to promote the services available including coordinating extensively with County agency staff in the preparation of materials for printing and mail production.
The ideal candidate will have excellent technical writing and verbal communication skills with an extensive background in the print and/or mail center industry including managing contracts, and proficiency in a variety of software applications such as Microsoft Office Suite and printing software. Excellent interpersonal skills are essential for interactions with employees, County agency leaders, County Board members, customers and vendors.

Selection Criteria

MINIMUM: Completion of technical school training in all areas of printing from an accredited institution, plus three (3) years of progressively responsible experience in printing production and mail services management, which includes at least one year of combined experience in coordinating or supervising the work of others.

SUBSTITUTION: Additional qualifying experience may substitute for the education requirement on a year for year basis.

DESIRABLE: Preference may be given to candidates with experience in one or more of the following:

  • Supervising employees in the print industry for five or more years;
  • Working in the digital print environment and familiarity with the trends in print production;
  • Using data collection, customer relationship management, and printing management systems;
  • Using Web-to-Print technology;
  • Using mail room equipment or printing software applications; and/or
  • Proficiency in Microsoft Word and Excel.


Special Requirements

This position will require travel around Arlington County for to perform assigned duties away from primary work site. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon favorable review of the applicants driving record.

A background check with fingerprinting is required for all applicants.

Working Conditions:
  • Work is performed in an office environment.
  • The worker is subject to one more of the following conditions: Fumes, odors, dusts, mists, gases or poor ventilation, oils, and other cutting fluids.

Physical Requirements:
  • Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.


Additional Information

Work Hours: 8:00 a.m. to 5:00 p.m., Monday through Friday. Hours may vary depending upon customer need and staffing.

The official title of this position is Print Section Supervisor.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
