Overall Responsibilities

  • Designs, implements and manages organizational human resources programs for AMIDEAST headquarters and all Field/country offices
  • Manages and oversees all employment functions and advises staff and management on personnel policy and procedures issues and approves actions
  • Develops and implements strategies and programs for national and international recruitment, compensation, performance evaluation, benefits administration, training and development, employee relations and compliance
  • Oversees HR team in Washington, DC and has a matrixed supervisory role for all Field/country HR personnel.
  • Serves as the main point of contact in the organization for all HR and Ethics issues
  • Projects a qualified appearance and cooperative attitude, maintains high ethical standards of confidentiality when representing AMIDEAST to ensure a professional representation at all times
  • Actively pursues and forecasts organizational costs, risks and optional direction for changes as it relates to changes in the labor market and regulatory/labor law changes
  • Assumes other duties as requested from time-to-time


  • Oversee recruiting efforts for HQ-based and key overseas positions; develops and implements recruitment strategies
  • Oversees job description development, position postings, selection processes, background checks, job offers, contract language etc.
  • Implement and maintain global HRMS applicant tracking system to integrate and streamline all recruiting efforts
  • Oversee any reduction in forces or other at-risk terminations; navigate local law, political environment and culture; present business rationales, estimate costs, plan timelines and implementation timelines, and scripts, memos and notices

Health and Welfare

  • Oversees benefit administration, timely payment, and limitations of all health and welfare plans (medical insurance plans, 401(k) retirement plan, cafeteria plan, file IRS 5500 forms, leave administration, etc.)
  • Serve as the Fiduciary and Plan Administrator for 401(k) retirement plan; fully responsible for all compliance notices, testing, auditing and IRS filings
  • Plan Administrator for all health plans; responsible for annual reviewing, rebidding, and revitalization for optimal impact for the cost
  • Continual review and analysis of all U.S. and international benefit plans, fringe benefits, retirement plans, expat and TCN benefit packages and taxable earnings against ever changing national and international labor laws, taxation regulations & treaties, utilization, best practices, and vendor contract negotiations


  • Review and manage bonus and compensation structure and controls
  • Manages and monitors the compensation program for HQ and field offices including performance review program, job analysis, classification systems, market and internal competitiveness, etc. 


  • Develops and oversees affirmative action plan and EEO compliance 
  • Continual HR audits for compliance and efficiency; design and implement system and policies that have organization-wide impact on long-term cost reduction, management accountability and practice/culture
  • Manage all employment law cases in all countries and all at-risk situations to include legal compliance, contract language and implied contracts, work authorizations; mandatory benefits and rights under local law, etc.

Training and Development

  • Implements employee training and development programs, including new hire orientation, employee training databases, HR skill training, benefits training and compliance training
  • Remains current on changes within the industry through publications and continuing education

Employee Relations/Morale

  • Counsels and advises HQ and overseas directors and staff members on human resources related issues and handles staff grievances
  • Provide executive coaching management; implement performance improvement plan system, resolve issues and non-conformance, realign department structures to ensure efficiency in a service driven workforce
  • Oversees the arrangements of special staff events, awards and projects such as holiday party, picnic, etc.

Policies and Procedures

  • Develops, maintains, approves and enforces the HQ Employee Handbook, HQ Field Handbook Appendix, each Field/Country Employee Handbook and various independent policies and practices within the organization
  • Serves as a partner to Contracts Director and Controller in policy and procedures for independent consultants
  • Provide guidance and direction to all Country Directors and HR personnel in all countries on HR related matters

DEI (Diversity, Equity and Inclusion)

  • Will develop and implement the workforce DEI strategy, initiatives, programs and policies across the organization that successfully attract, retain, and develop a diverse workforce
  • Interacts with the Senior Leadership Team, Department Heads and employee groups to facilitate and prioritize diversity, equity and inclusion in how the AMIDEAST culture is experienced
  • Lead the development of key metrics to track progress of the workforce DEI strategy, providing key insights and intervention recommendations for further activities


  • Manages and monitors personnel transactions at HQ and Field offices including staff hiring, promotion, transfer, termination, etc.; ensures viability of HRMS
  • Develop and deliver global 5-year HR Strategic Plans at Sr. Leadership Conferences; implements human resources strategic plan, creates and monitors HR budget 
  • Assists in the preparation of the fringe benefit budget 
  • Implement and maintain global HRMS system to integrate and streamline all personnel actions, forms, data analysis into one database of record via workflows



Required Qualifications

  • Master’s degree in human resources, organizational development, international business, or related field
  • Bachelor’s degree in human resources, organizational development, international business, or related field
  • SHRM-SCP or SPHR or SPHRi certification
  • 15+ years of progressive human resources management experience as the Head of Human Resources
  • 5+ years leading the international HR function as the Head of Human Resources
  • Experience with USAID, government contracting and non-profit
  • In-depth working knowledge of international insurance requirements, international labor law requirements, and serving as a Plan Administrator and Fiduciary
  • Excellent management, collaborative and interpersonal skills
  • Strong financial and problem-solving skills
  • Demonstrate customer service orientation and commitment to staff diversity
  • Strong organizational and supervisory skills
  • Strong working knowledge of cloud-based HRMS systems
  • Excellent oral and written communication skills
  • Must be self-motivated and able to accomplish multiple tasks simultaneously
  • Must be a self-starter and a team player
  • Requires an ability to work independently and accept responsibility
  • Ability to travel internationally up to twice per year

Preferred Qualifications

  • SHRM-CP or PHR or GPHR certification
  • Demonstrated success in designing and implementation of DEI strategy and initiatives
  • Strong working knowledge of HRMS implementation and HR system security administration
  • Working knowledge of Crystal Reporting or SQL
  • Working understanding of payroll processes, multistate taxation, and international taxation
