The Town of Herndon is a suburban town in Northern Virginia with a population of approximately 24,000 people. The town is close to Dulles International Airport, located in Fairfax County, with large city projects, such as Metrorail, yet striving to keep a small town feel. We are in search of a Director of Finance, responsible for providing leadership, direction, technical expertise and supervision of the town’s financial affairs. This position reports to the Town Manager, and serves as a member of the town’s Management Team comprised of the Town Manager, Town Attorney, Town Clerk, Assistant to the Town Manager and all departments. Attends and presents at Town Council meetings as required.


  •  Analyzes current short-and-long-term investments; initiates and completes investment purchases and sales; reviews town’s daily bank balances and initiates bank transfers when required; initiates appropriate actions to pay town debt service on outstanding bond issues; approves all payment requests of $5,000 or more; signs all town disbursement checks
  • Oversees preparation of detailed accounting schedules and other reports prepared as a part of the annual audit; prepares transmittal letter, management discussion and analysis, financial statements and statistical tables as part of the town’s comprehensive annual financial report (CAFR)
  • Stays current on Governmental Accounting Standards Board (GASB), pronouncements and statements to ascertain possible affects on town’s financial reporting.  Coordinates implementation of GASB statements with town’s certified independent public accountants
  • Serves on the town’s budget team with specific responsibility for developing revenue projections; analyzes the town’s debt capacity; recommends debt structures with lease fiscal impact to town’s bond ratings; reviews all proposed town expenditures for reasonableness; analyzes other potential town revenue sources, as needed.  Prepares financial reports that track current progress; analyzes emerging trends and recommends corrective action if needed. Serves on town capital improvement program work team with responsibility for historic and future oriented financing tables
  • Coordinates issuance of all town debt, including bond issues and public improvement notes, with fiscal advisor, bond attorney, town attorney and town clerk’s office
  • Prepares interim financial reports for Town Council, town manager and other department heads, and provides financial analysis and governmental accounting expertise and guidance when requested
  • Monitors federal, state and local grant progress; ascertains grant funds received are accurate and timely; tracks requests for federal, state and local grant reimbursements; undertakes grant accounting and record keeping
  • Interfaces with town departments, town council, town organizations, other local, state and federal agencies and citizens
  • Performs other duties as required


  • Bachelors’ degree in business administration, public administration, accounting or finance required; supplemented by master’s level coursework in the field
  • Supplemented by minimum of six years’ experience including governmental, financial management with a minimum of five years’ supervisory experience; or an equivalent combination of education, training and experience
  • Possession of Certified Public Accountant designation required
  • Valid driver’s license with acceptable record


  • Monday - Friday, 8: 00 a.m. - 5: 00 p.m. + evening as required
