Description
The Contracts Specialist writes, administers, and manages contracts and compliance; Understands terms and conditions of government contracts.
Qualifications
Education: A minimum of an Associate Degree from an accredited college or university with a major in business management, contract management, purchasing, paralegal or related fields; two or more years related experience and/or training in purchasing; or equivalent combination of education and experience. Bachelor's Degree preferred, but not required.
Certificates & Licenses: Valid Virginia Driver's license required, or the ability to obtain one.
Experience: Business background, contract administration preferred. Previous experience working with local government. Paralegal background a plus.

- Knowledge of the Virginia Public Procurement Act (VPPA)
- Ability to read and analyze legal documents
- Ability to define problems, collect data, establish facts, and draw valid conclusions.

- Ability to train users in contract systems
Essential Functions
- Writes and Reviews APCS and Vendor Contracts
- Writes contract amendments
- Interprets and enforces contract terms and conditions
- Executes contracts from the buying team to the proper authority
- Prepares and executes contract renewals
- Updates and maintains the Contracts Database
- Verifies vendor compliance according to contracts, contractor licenses, and ACPS policies
- Acts as a liaison between contractors, ACPS departments, legal counsel, and Schools
- Trains end users on contract search functionality in MUNIS
- Maintains the hard copy contract files
- Manages the contract renewal process
- Manages the insurance certificates process, ensuring certificates are current and on file
- Ensures proper Contract Close Out Process
- Maintains control of records retention for the procurement office
- Provides administrative support for the Procurement Office
Clearances
- Criminal Justice Fingerprint/Background Clearance.
- Tuberculosis Skin Test.
