Summary

The Proposal Specialist will lead the preparation of compliant and compelling proposals, task order responses, sources sought notice (SSN) and request for information (RFI) responses.

Responsibilities
  • Identify and provide written responses to a significant volume of sole source proposals, sources sought notices, and requests for information (templates and technical-specific response will be provided).
  • Manage pipeline in GovWin CRM based on inputs from Capture Manager.
  • Update capabilities statements and past performance library as required.
  • Conduct research and analysis support as required.
  • Perform Proposal Management support for large, high visibility, and smaller proposals, Task Order (TO) responses and requests for information (RFIs).
  • Act as Volume Leader and Writer of Management Approaches/Plans, Past Performance, Resumes, and various Plans (Transition, Quality, Subcontracting, etc.).
  • Provide hands-on effective management of diverse subcontractor, subject matter expert (SME), and other technical personnel in developing fully compliant and technically superior response(s) to statement of work (SOW) requirements.
  • Facilitate and run various Color Reviews (Pink, Red, etc.).
  • Provide proposal process development and improvement.
  • Provide creative approaches and themes to strengthen the bid, as well as challenge proposal ideas and decisions to enhance the proposal.
  • Collaborate well with internal BD, capture, operations leaders, and external partners to implement strategies/solutions.
  • Ensure proper planning has been coordinated and that proposals are on schedule and submitted accurately.
  • Coordinate in-house, contractor, and subcontractor personnel and management of related resources in completing proposal activities, including but not limited to executive summaries, management plans, functional and technical requirements analyses, quality assurance/control plans, past performance questionnaires and references, project plans, work breakdown structures, resume writing, and development of staffing plans mapping to labor categories.

Qualifications
  • Associate degree required
  • 2+ years of government contracting experience supporting proposal management
  • Background check required

Knowledge, Skills and Abilities
  • Must have a high attention to detail.
  • Advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software, including but not limited to Office 365, including MSWord, Excel, Access, PowerPoint, Outlook, and SharePoint.
  • Excellent writing, grammar, spelling, and editing skills.
  • Excellent presentation and written communication skills.
  • Ability to work in a deadline-conscious and results-driven environment.
  • Ability to work nights, weekends, and holidays if needed.
  • Expert ability to quickly read, synthesize information and develop effective strategies in response to technically complex solicitations in limited timeframes.
  • Strong organizational skills with demonstrated ability to handle multiple projects and details simultaneously.
  • Travel up to 10% may be required.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
