Position Information

Arlington County's Department of Environmental Services is seeking interested trades workers to be considered for placement on an eligible list that will be used to fill current and future vacancies for a series of Water/Sewer/Streets (WSS) Service Technician openings in the Water, Sewer & Streets Bureau.

We are seeking motivated, skilled trades workers who enjoy working in a team environment and are committed to providing excellent customer service to internal and external customers. Join one of our crews specializing in: water maintenance, water distribution, sewer construction, sewer maintenance, sewer video inspection, street construction, street maintenance, and/or asphalt/concrete maintenance. Crew members work in all types of weather conditions, performing tasks related to the maintenance, replacement, repair, inspection and new installation of various water, sewer, and streets infrastructure.

Specific duties within specified sections include, but are not limited to:

Water Maintenance
  • Water main, hydrant, and valve repair and maintenance;
  • Service installations and restorations for utility patch repair (Asphalt/Concrete/Seed-Straw).
Water Distribution/Meter Maintenance
  • General water system maintenance;
  • Meter reading, inspection, installation, removal and replacement of residential and commercial water meters;
  • Valve and fire hydrant inspection.
Sewer Construction/Maintenance
  • Maintenance and replacement of pipes, catch basins, manholes, culverts, channels and other storm and sanitary sewer structures;
  • Asphalt and concrete work;
  • Sewer flushing and/or jetting, baiting and retrievals, inspections/cleanings.
Sewer Video Inspection
  • Inspection of storm and sanitary sewer mains and structures using CCTV trucks, pole cameras, etc.;
  • Set up and operation of acoustic sewer inspection system.
Street Construction/Maintenance; Asphalt/Concrete Maintenance
  • Construction, installation, maintenance, repair and replacement of sidewalks, curbs and gutters, concrete pads, and bike share stations;
  • Asphalt and concrete work including utility patches and potholes.

Employees in all sections are required to:
  • Use a computer and related software or work order system to enter data for work orders, completion of work, and customer complaint documentation;
  • Perform daily written and verbal team/customer interaction including responding to onsite resident inquiries;
  • Use hand and power tools to complete work;
  • Be able to operate commercial and non-commercial vehicles, based on assignment; and
  • Respond to emergencies including call-back and mandatory overtime as needed (i.e., snow removal operations, water main breaks, other emergencies).

Selection Criteria

Current vacancies exist in Water Maintenance and Water Distribution/Meter Maintenance. This recruitment may be used to fill future vacancies in other sections.

Minimum Requirements:

WSS Service Technician Trainee:
High School Diploma/GED. Ability to learn how to operate non-commercial vehicles, use hand and power tools and read maps. Must be able to obtain a Virginia Department of Transportation (VDOT) Basic Work Zone Certification within one year of hire date.

WSS Service Technician:
High School Diploma/GED. One year of experience in public works, construction or another trade vocation that demonstrates the ability to perform semi-skilled manual maintenance and/or construction. Ability to use hand and power tools to complete work, read maps, and operate commercial and non-commercial vehicles based on assignment.

WSS Senior Service Technician:
High School Diploma/GED. Two years of experience in public works, construction or another trade vocation that demonstrates the ability to perform semi-skilled to skilled manual maintenance and/or construction. Ability to use hand and power tools to complete work, read maps, and operate commercial and non-commercial vehicles based on assignment.

In addition to the above minimum requirements and based on assignment, employees must be able to obtain one or more of the following certifications/licenses within one year of hire date:
  • Confined Space Entry and Excavation certification (or equivalent certification from another jurisdiction with the ability to obtain a Virginia certification within one year from hire date);
  • Virginia Department of Transportation (VDOT) Basic Work Zone certification (or equivalent as described above); and/or
  • Commercial Driver's License (CDL). Typically required in Streets, Sewer, and Water Maintenance sections. Some vacancies may not require a CDL.

Desirable: Preference may be given to candidates with one or more of the following depending on the area of assignment:
  • Related experience in construction, utility operations, or in one or more technical areas of water, sewer, or streets operations;
  • Experience or training reading blueprints, plans, and system maps;
  • Experience using a computerized maintenance management system (CMMS);
  • Work zone certification to include flagging;
  • Confined space and/or trenching safety certification; and/or
  • Possession of a valid class "B" or "A" commercial driver's license.


Special Requirements

  • Employees are required to respond to after-hour calls, emergency situations, and mandatory overtime may be required on short notice.
  • WSS Service Technicians and Senior Service Technicians require possession of a Class "A" or "B" Commercial Driver's License (CDL) (some positions may not require a CDL). Other positions for which this recruitment may be used to fill, may require a valid CDL with or without endorsements or other job-related certifications/licenses at time of application or within a specified timeframe normally not to exceed up to one year from hire date.
  • Valid driver's license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
  • Prior to the time of appointment, the successful applicant must pass a pre-employment drug screening. Successful applicants for positions requiring CDL will be subject to random drug screening during employment, as required by federal, state and local standards and policies.
  • May require availability for on-call duty on a rotating basis.

Safety/Working Conditions
Employees are required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, and/or hard hats. Requires learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe work environment and to ensure team members are practicing the required safety rules and regulations.

Work is generally performed outdoors and in all types of weather conditions and often near moving traffic. Some work may be performed indoors depending upon the work assignment. The work environment includes exposure to draft, noise, dust, grease, and dirt with extended periods of standing, walking, crouching, stooping, bending, lifting, pushing, pulling, carrying and/or working in confined spaces and lifting light-to-heavy objects and equipment.

Physical Requirements: Exerting up to 100lbs of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20lbs of force constantly to move objects.

Work hours: Specific work hours to be discussed during the interview process with the supervisor to meet program and departmental needs. These positions are part of a multi-grade pay band. The salary range at the top of this job announcement encompasses entry level for WSS Service Technician Trainee to the maximum level for WSS Senior Service Technician. Following the guidelines for this pay band, employees may earn increases and are eligible to progress through the band after acquiring additional skills, training, and/or certifications or licenses.

The salary range for each level is as follows:
  • WSS Service Technician Trainee: $38,916.80 - $59,404.80/annually.
  • WSS Service Technician: $43,430.40 - $66,352.00/annually.
  • WSS Senior Service Technician: $47,777.60 - $73,008.00/annually.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
