This position is located in the Department of Defense (DoD), Washington Headquarter's Services (WHS), Facilities Services Directorate (FSD), Federal Facilities Division (FFD), Pentagon Building Management Office (PMBO), Operations & Maintenance Program which provides 24/7 normal utility services as well as emergency utilities to mission-critical functions and systems for the Pentagon Reserva1ion.

Responsibilities

Incumbent typical work assignments may include the following:
  • Serves as an engineering and technical expert on building utility infrastructure, systems and equipment. Responsible for designing. analyzing, configuring. testing and troubleshooting highly complex power, life safety power, HVAC. building automation. chilled water. steam. gas. domestic water, sewer and fire protection systems as well as providing project engineering and program management support, development and evaluation support and/or engineering/life cycle support of a complex nature in a narrow area of specifications.
  • Reviews or creates as necessary engineering drawings and plans. and reviews applicable specifications standards, regulations, NFPA codes, building codes and other applicable references.
  • Applies a scientific and engineering concepts. principals, phenomena and relationships to: assess specific requirements, delineate appropriately engineered designs, develop preliminary and final design plans, engineering specifications, cost estimates and procurement packages in support or the operation. preventive maintenance and repair or power. life safety power, HVAC. building automation. chilled water, steam, domestic water, sewer and fire protection systems and equipment.
  • Provides professional engineering consultation which requires the application of expert knowledge and experience in the solution or a variety of complex engineering problems.
  • Performs studies and engineering analyses on power, life safety power, HVAC, building automation, chilled water, steam, gas, domestic water, sewer and fire protection systems and components to assure that they continue to meet the minimum requirements and system integrity.

Qualifications

The Engineering occupation has specific educational requirements which apply to all positions.

Basic Requirement:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with intermediate level knowledge of mechanical engineering theories, principles, concepts, standards and methods and systems; 2) an intermediate level knowledge of Federal, state, and local laws, regulations and ordinances pertaining to the construction, alteration, repair, operation and maintenance of buildings and land, including knowledge of Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), or National Fire Protection Association (NFPA) and other requirements and guidelines regarding safety in carrying out assigned work; and 3) an intermediate level knowledge of procurement rules and procedures applied in procuring contract services.
OR
Education:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level education leading to such a degree. ORLL.M., if related.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least to 100 percent to qualify).

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with 1) an advanced level knowledge of a wide range of general, electrical, mechanical or fire protection engineering theories, principles, concepts, standards and methods and systems; and 2) an advanced level knowledge of Federal, state, and local laws, regulations and ordinances pertaining to the construction, alteration, repair, operation and maintenance of buildings and land, including knowledge of Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), or National Fire Protection Association (NFPA) and other requirements and guidelines regarding safety in carrying out assigned work; and 3) an advanced level knowledge of procurement rules and procedures applied in procuring contract services.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with 1) expert level knowledge of general, electrical, mechanical or fire protection engineering theories, principles, concepts, standards and methods pertinent to highly complex life safety power, standby power, mission critical power and mission critical chilled water systems, sufficient to completely analyze, configure, test all aspects and troubleshoot such systems; 2) expert level knowledge of Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA), or National Fire Protection Association (NFPA) requirements to ensure safety and protection of health in carrying out assigned work; and 3) expert level knowledge of procurement rules and procedures applied in procuring contract services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
