Summary

This position is located in the FNS Supplemental Nutrition Assistance Program (SNAP) in Alexandria, VA. The incumbent serves as a Branch Chief and provides direction over the activities of employees in the Retailer Policy Branch to ensure the objectives of the agency's mission are achieved, provides technical direction to stakeholders, and coordinates the review and evaluation of program policies to appraise effectiveness of policies and procedures.

Responsibilities

  • Interprets and supports the development of overall policies and procedures to ensure efficiency and effectiveness of program operations.
  • Formulates policies and program plans and makes recommendations regarding necessary changes and revisions in policies and program operations.
  • Develops and maintains working relationships within FNS Offices and with other stakeholders to help ensure effective program management and operations through open communication, adequate training, negotiation, and problem solving.
  • Assures systems are in place to monitor information concerning progress toward meeting USDA's goals and objectives and employee's work assignments.

Qualifications

To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty to at least the GS-13 level in the federal service. Examples of qualifying experience includes the following types of tasks performed on a regular and recurring basis:

1) Planning, formulation, and implementation of Supplemental Nutrition Assistance Program (SNAP) or other FNS Program policy;
2) Reviewing and evaluating nutrition assistance program operations to appraise the effectiveness of issuance policies and procedures;
3) Developing and maintaining positive working relationships with stakeholders of nutrition assistance programs to ensure effective program management and operations; and
4) Monitoring progress toward goals to ensure execution of agency objectives.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Applicants must have one year of specialized experience at the GS-13 level for consideration at the GS-14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
