Responsibilities

As a Social Scientist, you will lead national initiatives of CEPI and AHRQ in the area of healthcare delivery systems and the development of new evidence, tools and measures to understand how health care is delivered in the U.S., emphasizing the roles that physicians, physician practices, hospitals, health systems, other medical professionals, and organizations play in the provision of health care services.

Your major duties and responsibilities include:
  • Promoting the use of health services research, organization science, and health systems science to support effective interventions to understand the organization and improvement of health care delivery in the U.S and to apply this knowledge in implementing evidence to improve access, quality and outcomes of care.
  • Leading and directing research on health care delivery and other national priorities to produce new evidence on health care systems organization, relationships, and behavior, to inform state and national policy-making.
  • Conceptualizing and directing initiatives to develop new databases, tools, products, and dissemination strategies needed by policy-makers to inform decision-making.
  • Preparing research manuscripts and scientific review articles for publication in peer-reviewed journals.
  • Managing contracts that advance the work of the DHDSR on healthcare delivery and systems research.

The basic requirement for all Social Scientist 0101 series positions is:

EDUCATION: To qualify for this position, you must have a degree in behavioral or social science or related disciplines appropriate to the position.

OR

EXPERIENCE: Have four years of appropriate experiencethat demonstrated that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

EDUCATION & EXPERIENCE: Have a combination of education and experience that demonstrated that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

SPECIALIZED EXPERINCE:

In addition to the basic qualification requirements above, in order to qualify for this GS-15 position , your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: serving as a subject matter expert in the research on health care delivery in order to provide advice, recommendations and guidance to senior management; serving as a scientific advisor/consultant on the administration and analysis of statistical surveys, data collection plans, and evaluation of health care delivery programs; and preparing research manuscripts and scientific review articles on topics related to improvement of health care delivery.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.

Education
