Responsibilities

THE VACANCY CLOSING DATE HAS BEEN EXTENDED UNTIL MONDAY, FEBRUARY 4, 2021.

During the current period of maximum telework required by the Agency's COVID-19 response, telework will be maximized. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA campus. Telework days and any waiting period for eligibility will be determined at that time.

This position is located in the U.S. Patent and Trademark Office (USPTO), Office of Administrative Services (OAS), Space & Facilities Management Division (SFMD), Space and Project Management Branch.

The individual selected for this position will:
  • Develop, maintain, and oversee a complete inventory of U.S. Patent and Trademark Office's (USPTO) building and space data; establishes space standards; ensure floor plans and seat assignments are up to date by conducting space audits.
  • Develop space utilization, performance metrics and analyses that assist Space and Facilities Management Division (SFMD) leadership in making planning decisions and resource allocations concerning space.
  • Collaborate and evaluate BU proposals for facilities renovation and expansion to ensure that they align with the goals of the institution and are responsible/appropriate in terms of resource and square footage requirements.
  • Write correspondence reports, or other documents related to self-directed work assignments or developmental activities; independently plans and prepares reports or other working documents related to complex program issues.
  • Prepare and give briefings regarding a variety of topics, programs, projects, etc.; use a variety of automated presentation packages for the most effective exchange of ideas and information.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management positions can be found here . You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-12 .

Specialized experience for this position includes:
  • Experience serving in a space planning maintaining floor plans and space data;
  • Experience developing space utilization metrics and analysis that assist leadership in making space planning decisions;
  • Experience making strategic space allocation decisions to senior management; and/or
  • Experience analyzing space problems including construction and alteration projects that involve significant changes in space layouts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at the GS-13 grade levels.

This is a Public Trust position and has a risk level designation of "MODERATE".

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position.
