Responsibilities

  • Principal advisor to the Inspector General (IG) and Principal Deputy Inspector General (PDIG) on matters related to the conduct and management of criminal investigative functions.
  • Oversees and directs the performance of criminal investigative activities related to DoD programs and operations.
  • Advises the IG and PDIG on program matters relating to prevention and detection of fraud, waste, and abuse in DoD programs and operations.
  • Provides expert advice on matters concerning fraud, waste, and abuse DoD-wide, and criminal investigations thereof, to include the development and implementation of law enforcement policies, procedures, and objectives for DCIS.
  • Oversees complex and comprehensive criminal investigations related to DoD programs and operations.
  • Directs the development of reports of investigation and makes recommendations to the IG and PDIG regarding systemic issues identified during criminal investigations.
  • Promotes coordination with other Federal Offices of Inspector General on investigative issues, including the conduct of inter-agency investigations.
  • Develops and implements performance based metrics for the Office of the Deputy Inspector General for Investigations that are effective measurements of mission.
  • Manages coordination of investigations with other investigative units of Federal, state, and local governments. Brings to the attention of the Inspector General and the Secretary of Defense criminal activities discovered through investigations.

  • Must be a US Citizen
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
  • Male applicants born after Dec. 31, 1959 must certify at the time of appointment that they have registered with the Selective Service System, or are exempt from having to do so under the Selective Service law (see www.sss.gov).
  • Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
  • All newly appointed career SES leaders are required to sign the Mobility Agreement as a condition of employment.
  • Position requires a pre-employment physical exam and pre-employment physical readiness test. An annual physical readiness test is required for the duration of employment.
  • Position requires qualification to carry and use government-owned firearms as part of the assigned duties (must maintain this qualification).
  • Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon.


Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier A position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Expert knowledge and experience in the fields of criminal investigations and law enforcement; investigative policies; administration of investigative programs; and functions and jurisdictions of other Federal, State, and local agencies.

2. Demonstrates an enterprise perspective in planning for and leading a large DoD or other Federal law enforcement organization that conducts complex investigations. The incumbent must possess an awareness and understanding of individual and organizational responsibilities in relation to government-wide strategic priorities.

  • Experience working in a leadership role within the Department of Defense
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This requirement may be waived only for veterans. See OPM Retirement Handbook for further details. The Maximum Entry Age requirement may be waived for applicants eligible for veterans' preference. Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. The applicant selected for this position must be able to qualify and maintain authorization to carry and use government-owned firearms including no current or previous domestic violence charges/convictions.

This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions. The applicant must meet all of the following special retirement requirements: (1) Has moved directly (without a break in service exceeding three days) from a rigorous position to a secondary position; (2) Has completed three years of service in a rigorous position; and (3) If the applicant has served in a secondary position continuously (without a break in service of more than three days) since serving in a primary position. If selected, applicants that meet qualification requirements, but do not meet special retirement coverage requirements, will be placed under the regular Federal Employee retirement coverage.

6. Certificate showing completion of Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. If you no longer have your Certificate, we will accept your transcript if it indicates passage. We will also accept Certificates from other Federal equivalent criminal investigator training programs, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent. Tribal, State, and local law enforcement academy training does not meet this requirement.
