Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Operations Support, Planning, Analysis, and Requirements Directorate (PARE), Washington, D.C.

This position starts at a salary of $103,690.00 (GS-13, Step 1) to $134,798.00 (GS-13, Step 10) with promotion potential to $159,286 (GS-14 Step 10).

The incumbent will serve as an advanced Program Analyst (Data Scientist) in the Enterprise Analytics Division (EAD) within the Planning, Analysis & Requirements Evaluation (PARE) Directorate, Operations Support (OS), U.S. Customs and Border Protection (CBP) in the Department of Homeland Security (DHS).The primary purpose of this position is to serve as an expert and senior analyst on current analytical tools and techniques, such as geospatial modeling, and advisor to CBP organizational elements on applying analytics to their challenges. The duties include but are not limited to the following:

- Performing quantitative and qualitative analysis, data quality assurance, developing graphics and reports based on the analysis and interpretation of data and delivering analytical capabilities to operational offices.

- Creating maps with appropriate layers to illustrate borders, roadways, location of technology assets, and other features of interest.

- Analyzing findings, evaluating statistical limitations of data, and specifying the range of logically possible explanations.

- Identifying fruitful areas for the integration of analytic processes and tools: formulating proposals for shared pilot projects and justifying and presenting such proposals to appropriate authorities within CBP.

- Evaluating alternatives to determine the appropriate and most feasible methodology and procedures for studying data efficiently and reliably.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: analyzing information and evaluating significant factors and solving complex problems based on multi-faceted data; creating and editing shapes files using ArcMap; using operating systems and database management systems and using geospatial technologies to integrate and apply the full range of GIS applications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/29/2021.
In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
