Responsibilities

This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of State HIV/AIDS Programs. The duty location for this position is in Rockville, MD.

Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.

Major Duties:
As a Nurse Consultant, you will serve as the expert for the both the Division of State HIV/AIDS Programs and Division of Metropolitan HIV/AIDS Programs, and provide project officer staff advice and guidance on clinical issues regarding the care and treatment of people with HIV.

Your major duties and responsibilities include:
  • Providing clinical knowledge of HIV care and treatment to shape the policy and direction for the Divisions.
  • Providing expert advice and consultation, guidance and leadership to international, national, state, and/or local government agencies, universities, health-related organizations, private and public foundations, etc. in the development, extension, and improvement of primary health care programs, systems, strategies and/or services.
  • Developing and coordinating health related educational or informational material so that medical advice and assistance can be shared.
  • Evaluating the data collection, quality control, and/or utilization methods used to study a medical problem or issue, and developing methods to improve the quality of data collected.

OPM's Basic Requirements for Nursing Series, 0610

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

SPECIALIZED EXPREIENCE
In addition to meeting the above requirements, in order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of qualifying specialized experience include the following types of tasks performed on a regular and recurring basis include: Formulating, implementing and evaluating the effectiveness of HIV programs and interventions consistent with clinical guidelines; developing, implementing and analyzing policy related to HIV clinical care and health outcomes at the provider and system levels; and, advising and instructing various federal, state, and local organizations in improving HIV care treatment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

This position has an education requirement.
