Summary

The Government Information Specialist position is located in the Policy and General Law Branch within the General Law Division of the Office of the Chief Counsel of the FRA. The Government Information Specialist is responsible for assisting the agency with compliance with the FOIA and for coordinating public access to agency records in accordance with the provisions of the FOIA statute and the Department of Transportation FOIA implementing regulations (49 C.F.R. Part 7).

Responsibilities

As a Government Information Specialist, you will:
  • Ensure that FOIA workload is distributed to FOIA staff and balanced to assure timely completion of work.
  • Represent FRA at Department-wide FOIA meetings, assess efficient functioning of FOIA program, identify areas for improvement, and make recommendations to management concerning FOIA operations.
  • Coordinate with the FRA Office of Information Technology to prepare reports, make necessary changes to the FOIA tracking system, and maintain up-to-date FOIA information on the agency internet site.
  • Lead regular meetings with FOIA staff and representatives from program offices to address recurring issues, provide training, and update staff on changes to FOIA laws or processes.
  • Prepare and provide training to FRA managers and staff on FOIA and the FRA FOIA process.
  • Act as Contracting Officer Representative (COR) for Government Information Specialist contract staff.
  • Advise the public on the process for requesting documents from FRA under FOIA.
  • Examine and evaluate FOIA requests and work with requestors on incomplete or overly broad requests.
  • Obtain and review responsive records. Evaluate releasability of records and prepare response letters and packages containing responsive records.
  • Ensure response letters or other correspondence are technically correct and well written.
  • Advise agency staff, including management, on the provisions of FOIA and the Privacy Act (PA), and FOIA and PA implications for agency programs and processes.
  • Prepare FRA's annual FOIA report; prepare other reports as requested.

The Ideal Candidate has:
  • Significant experience in FOIA, Privacy Act, and issues affecting government FOIA programs.
  • Experience interacting with requestors, including press and attorneys.
  • Experience preparing annual FOIA reports.
  • Experience advising agency staff, including senior management, on FOIA and the Privacy Act.
  • Legal research, communication (verbal and written), teamwork, and excellent organizational skills.
  • Strong working knowledge of electronic legal-research tools (such as Lexis Nexis), document review software (such as Everlaw or Relativity), FOIA-processing software (such as FOIAXpress), and other office software (Microsoft Office, Adobe Acrobat Professional).
  • Experience as a Contracting Officer Representative (COR) supervising the work of Government Information Specialist contract staff.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience performing work processing FOIA requests, including determining exemptions, drafting responses, and providing technical assistance and training to others on the FOIA and/or FRA FOIA process.
  • Experience in planning and coordinating the day-to-day Freedom of Information Act (FOIA) support work, which includes documents point of contact, records management, AND FOIA database technical coordination.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Communications and Media: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  • Information Management: Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
