Summary

Serving as a CONTRACT SPECIALIST for the Marine Corps System Command (MARCORSYSCOM) of the USMC.

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities

  • You will be responsible for performing pre aware and/or post award functions including price/cost analysis, negotiation.
  • You will be responsible for performing administration of services, materials, and equipment associated with research, development, testing, evaluation, and/or production activities for the Contracts Competency.
  • You will plan and carry out the assignments, coordinates work with others, determines the approach and methodology to be used.
  • You will review and analyze incoming requirements to ensure descriptions are clear, understandable, unnecessarily restrictive, and recommends revisions as necessary.
  • You will assist in the development and recommendations of contracting policies, procedures, guidance and control for contracting activities.
  • You will recommend the type of contract, milestones, and procurement plan.
  • You will prepare a variety of official materials such as solicitation documents, analytical reports, formal letters, and results of analyses.
  • You will analyze proposals for conformance with the solicitation.
  • You will negotiate with potential contractors, prepare award documents, and responds to inquiries.
  • You will assist contract offices with the administration of contracts, including performance of termination actions.
  • You will actively participate as a team member, when necessary to accomplish projects.
  • You will provide assistance in preparation and presentation of briefings/papers to senior level managers at conferences and meetings.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level 2. Certification is required within 24 months of appointment.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station .
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing pre-award and/or post award functions including cost/price analysis; 2) contract negotiations; AND 3) recommending contract types, milestones and procurement plans.

Education

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on an equivalent combination of education and experience as follows:

Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
or
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

In addition to the specialized experience for the position, applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

Basic Requirements for GS-5 through GS-12

  • A 4-year course of study leading to a bachelor's degree with a major in any field;

    or
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
