Summary

The Recent Graduates program provides an entry-level developmental experience to those who have obtained, or will obtain within 9 months, a qualifying associates, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the last 2 years. Veterans whose military service obligations have prevented them from applying within this period have up to 6 years after degree or certificate completion to apply.

Responsibilities

  • Performs reviews and critical assessments of programs in areas that include: DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, medical systems, and information management areas.
  • Develops plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives and resources required for projects and conducts studies and evaluations.
  • Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information.
  • Researches law, regulation, policy, procedure and other relevant documents and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies.
  • Prepares input to Congressional or inquires relating to assigned projects and studies of evaluation statues, results implementation, best practices, lessons learned or other areas; prepares verbal and written reports on status of projects.
  • Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings and recommendations.

  • The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.

  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Recent Graduates Program Eligibility
Applicants must have completed all requirements for an associates, bachelor's, master's, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the preceding 2 years or will graduate within the next 9 months;
OR
Veterans unable to apply within two years of receiving their degree, due to military service obligation, have up to 6 years after degree completion to apply.

You may qualify for the GS-07 grade level, if you fulfill one of the following qualifications requirements:
  • One year of specialized experience equivalent to the GS-05 grade level in the Federal service performing basic research and use basic audit or evaluation techniques and principles; research law, regulation, policies, procedures or comparable documents to extract information for assessments and special projects and team participation. Present ideas, facts, conclusions and recommendations orally and in writing.
  • Completion of 1 full academic year of graduate level education in a related field to the position being filled. (One full year of graduate education is the number of hours the school determines to equal one year. If this information is unavailable, 18 semester hours will be used as the standard.) (You MUST submit transcripts or proof of education to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education).
  • Successfully completed all of the requirements for a bachelors' degree in a related program from an accredited college or university and claim eligibility for Superior Academic Achievement based on one of the following: a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society. (You MUST submit transcripts or proof of education and any other applicable documentation to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education).
  • Combination of experience and education as are described in A and B above; however, percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. (You MUST submit transcripts or proof of education to verify your claim.)
  • You may qualify for the GS-09 grade level, if you fulfill one of the following qualifications requirements:
  • One year of specialized experience equivalent to the GS-07 grade level in the Federal service performing reviews and critical assessments of DoD and other assigned programs. Designs, analyzes and conducts complex surveys and reviews to gather and evaluate information on program and management operations. Prepares reports of results, documenting findings and recommendations. Researches law, regulation, policy, procedure and data in program reviews; identifies potential data sources, determines relevance, and applies results in studies.
  • Completed of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree in a related field. (You MUST submit transcripts or proof of education to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education.)
  • Combination of experience and education as are described in A and B above; however, percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. (You MUST submit transcripts or proof of education to verify your claim.)

    You MUST provide transcripts or other documentation to support your educational claims.     PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
