Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS 12 Step 1 o the highest equivalent GS 13 Step 10 in the broadband.

Responsibilities

  • As the lead or principal analyst, designs software modifications; evaluates software designs; evaluates systems configurations and monitors implementation; evaluates test and quality assurance plans; analyzes system functional operations.
  • Coordinate actions required to ensure software suitability and supportability; identifies data items, message, display and report requirements; and develops coding structures and specifications.
  • Provides IT advice, assistance and training to customers who manage the development, production and sustainment of IEWS systems.
  • Leads and coordinates the efforts of other IT Specialists and contractors in the analysis and development of future software design and programming techniques.
  • Defines customer and stakeholder needs and constraints, clarifies objectives, develops resource requirements and applies system architecture principles to development.
  • Manage technical requirements and achieve the appropriate balance among resources, schedule and technical requirements.
  • Develops, coordinates, and promotes interagency cooperative efforts in the management, utilization, and operation of data processing and data communication resources.

  • Selectees must meet position requirements for certification at Level III in the Acquisition Career Field Information Technology within 24 months of entrance on duty.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized experience is defined as: 1) Analyzes the interoperability and configuration integrity of software used in an organization and in the field; 1) Installs and configures or uses specialized signal intelligence (SIGINT) related hardware and software; 3) Provides software development support and direct warfighter support for signal intelligence systems.
