About the Position: The incumbent is responsible for the overall planning, direction and execution of direct/indirect management of medical device and supply programs, materiel, policies and guidance related to the Command's logistics mission.

Responsibilities

  • Manages and prioritizes work for Readiness and Sustainment Directorate, this includes tracking and updating the status of medical SKOs across all three roles of care for global Army operations
  • Monitors the status of medical equipment throughout the Army and provides instructions for distribution, overhaul, repair, and disposal of managed items.
  • Utilizes logistics databases to determine maintenance trends and input provisioning data, updates, and data extraction for assigned medical devices; reviews engineering change proposals based upon maintenance implications
  • Prepares maintenance repair scope of works (SOWs) and National Maintenance Work Requirements (NMWRs) for government/contractor facilities to inspect, test, service, repair, rebuild, overhaul and/or upgrade medical devices
  • Provides analysis, advice and control in the financial management and budget execution areas, including the Procurement Authority Army (PAA), Army Working Capital Fund (AWCF) and Operations and Maintenance, Army (O and MA) programs.
  • Manages organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.
  • Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Serving as a senior supply chain management leader/project manager/supervisor, responsible for ensuring the logistical requirements of a medical materiel organization and or sustainment planning for a medical system is met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a medical logistics program; experience to include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and/or warehouse operations; experience with budget formulation and forecasting of expenditures and experience in managing a group with a variety of occupations and subordinate supervisors.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level 3 in {enter Program} within 24 months of entrance on duty. (Certification requirements may be found in the Defense Acquisition University Catalog at http://www.dau.mil/ ).

Due to the impact of the Coronavirus, individuals with entrance of duty dates prior to April 1, 2021 will have an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.

Acquisition Corps (AAC) membership is required prior to appointment to a Critical Acquisition Position (CAP), except as noted in the paragraph below.

Acquisition Corp Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director- Acquisition Career Management, Acquisition Career Record Brief (ACRB) or other agency equivalent document.

Non-Acquisition Corps Members - Submit your transcripts.

Baccalaureate degree from an accredited educational institution and ONE of the following is required:

24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.

24 semester credit hours in the person's career field and training equivalent (American Council on Education recommended credits) to 12 semester credit hours in the disciplines listed above.

Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three years.
