Summary

This position is located in the Business Operations Management Branch, Telecommunications, Wireless and Data Services Division, Office of Enterprise Network Management, Deputy CIO for Operations, Bureau of Information Resource Management in the U.S. Department of State (DOS) and is responsible for serving as an IT and telecommunications technical consultant within the Division and provides contract oversight of important Department of State telecommunication contracts.

Responsibilities

• Oversees task orders and contracts that are utilized to manage, operate and maintain Department voice and data telecommunication networks, related IT network and systems and local service contracts.
• Provides advice and guidance to customers on the application of carried IT and telecommunications services offered by Federal agencies and commercial vendors as needed to enhance and more effectively support their requirements in these areas.
• Analyzes contractor cost proposals to determine if project hours proposed, availability of equipment, cabling requirements and contractor technical expertise represent a total proposal that is equitable, and reasonable.
• Develops Statements of Work and Requests for Proposals for major and minor contracts that require the preparation of contract justifications.
• Prepares plans to recoup charges to Department of State whenever possible, and pursues other opportunities for IT and telecommunications cost savings for the Department.

Qualifications

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations, and occasionally reviewing work completed by others.

Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluations of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

Oral Communication - Conveying complex information or ideas to customers and key stakeholders; presenting information in a well thought out and convincing way, demonstrating confidence in the facts and ideas; using various methods to explain and convey information.

Problem Solving - Solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience resolving problems with innovation solutions and providing recommendations.

Experience providing contract oversight of telecommunications contracts.

Experience serving as an IT telecommunications technical consultant for and office or organization.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.
