Summary

The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, a new model of organizing and consolidating essential Human Resource (HR) functions and services to the VISN level. This improvement will best support the needs of the VISN's diverse workforce, and the expectations of management related to the acquisition, compensation, retention, and performance of staff as well as the execution of HR-related functions to benefit both staff and Veterans.

Responsibilities

POSITION: Human Resources Specialist (Information Systems), GS-201-9/11

The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties to the target position description, Human Resources Specialist (Information Management), GS-201-9/11. The duties are outlined in the target grade GS-12 position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same.

This position is responsible for managing information management systems within Human Resources Service network wide, duties to include:

REPORTING and DATA ANALYSIS:
  • Conducts in-depth analysis complicated by conflicting or insufficient data, user complaints, or other relevant factors.
  • Conducts substantial problem analysis to identify adverse trends, ineffective practices or procedures, and system shortcomings. Tests, troubleshoots, and analyzes results based on product performance.
  • Develops, collects, compiles, analyzes, publishes, maintains and properly presents to HR and other shareholders any related data and information related to a wide variety of needs of the office including:
    • Independently triage to multiple facilities individual needs (i.e., working with PENTAD, Service Chiefs etc.)
    • Annual and ad hoc reports to stakeholders
    • Inspection/investigation preparation (i.e., CARF, CARDS, CAP, JCAHO, OIG, EEO Investigations, O&E)
    • Staffing effectiveness and turnover, recruitment/retention, workforce succession planning
    • Prepares briefing and budget hearing presentation materials
    • Data management, correlation, and presentations (i.e., chart/graph/table/preparation)
    • Responds to local/national/external suspense
CONSULTING:
  • Consults with internal stakeholders (HRMS, customers, facility/VISN leadership) in program development, testing, and implementation of new or major modification of databases.
  • Consults with external stakeholders (WMC, agency, private companies) on program development, testing, and implementation of new or major modification of databases.
  • Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance. Provides proactive approach to running reports for human capital and strategizing future needs.
  • Provides consultation and instruction to functional area users on database and file accessing techniques, search strategies, processing of a wide gambit of personnel action, processing and space utilization efficiencies, database security procedures, back up and program recovery techniques, and testing techniques.
SYSTEMS ADMINISTRATION:
  • Develops standard operating procedures, user documentation, and trainings to support
    user's understanding of enhancements and improvement of various automated systems and tools.
  • Plans application of data systems to meet local requirements and consults with representatives of serviced organizations to design, implement, and maintain specific subsystems.
  • Analyzes, designs, develops, and maintains database structure and database applications to effectively manage organizational data assets and ensure that the database collects, stores, and processes data that supports current and future organizational business needs. Modifies database operations to ensure optimization of all applications.
  • Manages internal and outward facing electronic platforms (such as internet, SharePoint, intranet, Pulse, Leaf etc.).
  • Provides informal and formal user training on HRIS Systems network wide.
  • Keeps abreast of emerging technologies to predict future database system needs and advises customers on new database features.
  • Performs other duties as assigned.
WORK SCHEDULE: Monday-Friday, 8:00am-4:30pm (office hrs. schedule to change based on site location requirements)

PHYSICAL REQUIREMENTS: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes a wide range of methods, principles, and practices in the HR field, including business process, knowledge of staffing and recruitment, benefits, position classification, position management, employee relations, and/or human resource development.

OR

GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience typically includes: a wide variety of HR concepts, laws, regulations, principles, and practices; as well as databases, higher-order programming tools and retrieval languages associated with the HR information system(s) and system capabilities, procedures, limitations and retrieval options.

GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine completed graduate education and experience to qualify at the GS-11 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
