Responsibilities

The incumbent of this position manages a team responsible for initiating and tracking the preemployment background investigations of USMS personnel and determining their suitability and eligibility for security clearances; the reinvestigations and security clearance eligibility determinations of current contractor personnel; and the reinvestigations of USMS employees for suitability and security clearances.

Duties also include but are not limited to the following:
  • Provides advice and assistance to all levels of USMS management on assigned program areas.
  • Develops short and long range plans for the management of human and material resources to achieve program objectives.
  • Appraises the assigned programs to ascertain if they are operating effectively and efficiently, and, if necessary, effects changes and improvements.
  • Establishes and maintains liaison with officials of other Federal agencies.
  • Represents USMS at conferences and meetings.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-14: Must possess one year of specialized experience equivalent to the GS-13 grade level performing the following duties: Directing and manage the design, formulation, and implementation of policies, techniques, and systems regarding personnel security; Providing expert technical advice and guidance to management and staff concerning operational issues and evaluation of major personnel security aspects as related to substantive, mission-oriented programs and to issue verbal or detailed written guidance; Reviewing written summaries of derogatory information and provides recommendations that outline the most appropriate course of action for consideration; and Directing the full range of personnel security administrative functions and activities.
