Responsibilities

As Supervisory Management and Program Analyst, you will:

Plan, organize, and direct the Office of Talent and Organizational Development programs.

Be responsible for measuring and evaluating major aspects of highly visible, substantive mission oriented complex human capital programs.
Assist in implementing overall FTA guidance and policy related to all areas of Human Capital Development. Provides professional and technical assistance to the Director and Associate Administrator for Administration (AAA) in formulating policy and procedures, and insures that the office staff provide the same level of assistance.

Performs the full range of supervisory duties for contractors and a staff. Plans work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • Qualifications

    To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

    To qualify for a GS-14, based on experience, you must have at least one full year of specialized experience equivalent to the GS-13, which must include:
    • Experience with educational program administration, organizational research design, visualization, integrating survey and workforce data as well as management principles to effectively and efficiently advise at all levels of the organization on services, and policies.
    • Experience with national trends related to the development and delivery of professional development and training both in government systems and in other organizational entities.
    • Experience with learning management systems, professional learning and training for personnel to understand and lead synchronous and asynchronous virtual learning opportunities.
    The ideal candidate for this position exercises substantial senior level managerial responsibility for a variety of duties in the areas of strategic planning, communications, and program review, analysis and evaluation. Incumbent operates with a high degree of autonomy and authority to plan, schedule and conduct studies, projects and programs to improve the management, efficiency and effectiveness of agency operations, organizations and programs.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Education, Learning and Training -Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
  • Employee Development- Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
  • Organizational Analysis- Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
