The incumbent serves as a hybrid insider threat analyst/risk mitigation officer for the Risk Management Division, Vetting Risk Operations Center (VROC), Defense Counterintelligence Security Agency (DCSA), Department of Defense (DoD).

Responsibilities

As an INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
  • Serve as a hybrid insider threat analyst and risk mitigation officer for the Risk Management Division.
  • Responsible for identifying, assessing, and properly handling threat information during the conduct of the Department's daily operations as defined by DoDM 5220.22, DoDM 5200.02 and DoDI 5200.2.
  • Responsible for reviewing, analyzing, and making recommendations for the adjudication of and/or referral of contractor background investigations which contain potential espionage or other insider threat indicators.
  • Conduct in-depth research and analysis on complex insider threat cases.
  • Provide counterintelligence (CI) expertise and guidance to the Personnel Security Investigative (PSI) elements of DCSA and the DoD Consolidated Adjudications Facility (CAF) in order to thwart attempts by foreign intelligence and potential insider threats to obtain protected US information and technology.
  • Prepare written products to support DoD CAF adjudication and insider threat agencies.
  • Serve as the technical expert in the multidisciplinary fields of CI, security, information assurance, force protection, workplace violence, law enforcement, and related subject matter areas as they pertain to insider threat.
  • Interact with Department and Service level elements, Office of General Counsel, Inspector General, and the military criminal investigative organizations to support the Agency's insider threat program mission.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Knowledge of a wide range of principles, techniques, methods, processes, and technology involved in monitoring and auditing information for insider threat detection and mitigation that leverages counterintelligence, security, cybersecurity, human resources, law enforcement, and other relevant functions and resources to identify and counter the insider threat. This includes knowledge of terminology, methodology, and information gathering techniques, and research and analytical techniques as applied to difficult and complex assignments in security, law enforcement, and counterintelligence analysis and/or a comprehensive, intensive practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives, and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
