This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as support and technical expert to the agency program manager for the LMS.

Responsibilities

As a PROGRAM SUPPORT SPECIALIST at the GS-0301-11/12 some of your typical work assignments may include:
  • Responsible for the ongoing maintenance and accuracy of the LMS database and web applications using applications including: Cold Fusion 5.0, Visual FoxPro, HTML, Application Service Provider (ASP), Javascript, Structured Query Language (SQL) Server, DK Systems Application Server software and Crystal Reports, Oracle, Excel. Provides support to the LMS program manager and assist with the daily operations
  • Conducts (via the direction of the LMS Administrator) on-going LMS program operations. Establishes user accounts, assigns permissions and manages software licenses; responds to and resolves user inquiries; populates and sustains relational database content; reviews curriculums, courses and provides end user training
  • Documents, tracks and reports program metrics to the LMS Administrator and leadership. Along with the LMS Administrator generates program briefings, presentation and marketing materials
  • Provides overall support to the LMS Administrator, instructional design support contractors and subject matter experts to identify and develop appropriate training content
  • Participates in courseware testing and evaluation, and notifies staff and course managers on the implementation of distributed learning
  • Coordinates actions with software developers and subject matter experts by serving as a technical subject matter expert and advisor on distributed learning and the rules and regulations of such, courseware authoring systems, and supporting technology

Qualifications

You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
  • Assisting in a distributed learning program database in order to provide overall support to the Learning Management System (LMS) Administrator;
OR

B. Ph.D. or equivalent doctoral degree; or three full academic years of progressively higher level graduate education leading to such a degree; or LL.M, if related;

OR

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Participating in development and maintenance of distributed learning databases and web applications such as Cold Fusion 5.0, Visual FoxPro, HTML, Application Service Provider (ASP), Javascript, Structured Query Language (SQL) Server, DK Systems Application Server software and Crystal Reports, Oracle, Excel
  • Managing the automated features of a Learning Management Systems and/or distributed learning database

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
