Summary

As a IT Project Manager, you will be responsible for supporting the delivery of the ITVMO's services: develop Acquisition Intelligence, create best practices, review of federal process, and oversight data creation processes.

Location of position: FAS Washington, DC

The Office ITC is responsible for the primary purpose of this position is to support the IT Vendor Management Office.

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Responsibilities

  • Provides best value, IT acquisition life cycle, and related projects such as: creation, management and oversight of the IT Office Data Analytics processes, formulating vendor acquisition intelligence and associated artifacts, supporting artifact generation and content management of the IT Office Website.
  • Supports an IT office team whose services are related to data analytics, subject matter expertise, vendor relationship management, Best-in-Class (BIC) solution management, and IT security and supply chain risk management.
  • Conducts regular vendor analysis to identify areas of opportunity and improvement within IT acquisition processes available data repositories and provide recommendations for developing vendor dashboards and reports that provide further insight.
  • Collects, consolidates, and communicates detailed reports and key vendor data to stakeholders on vendor performance, risk, and relationships. Foster analytics-driven decisions for internal and external stakeholders based on this data.
  • Prepares status briefings for leadership and stakeholders.
  • Supports clients in all phases of system lifecycle including requirements development, system/subsystem development, testing, , configuration management, training, and documentation.
  • Identifies, strategizes, optimally schedules, and tracks accomplishments of all activities required to ensure that project satisfies clients mission needs, that all and products and services are of quality services delivered to clients within budget.

The GS-14 salary range starts at $122,530.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:
• Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates "state of the art" technology of the industry.
• Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
• Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
• Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is experience providing technical consultation, customer service, and complex project management for multiple projects over $3 million in the information technology (IT), telecommunications, or professional services areas. Experience must include acquisition of products and services in at least one of the following areas: telecommunications, information technology or professional (business) services. Experience with industry bid and proposal development and post-award project execution for Federal Government contracts is required. Examples of complex project management would be requirements definition, development and selection of solution alternatives, planning and oversight for the implementation of a new system and/or major changes to existing systems.

  • Mastery knowledge of project management skills needed to ensure projects meet identified objectives, are completed on schedule, and offer well-supported and technically sound conclusions and recommendations. Such project management skills include subject areas such as Business Process Reengineering Capital Planning and Investment Assessment, Contracting/Procurement, Cost-Benefit Analysis, Financial Management, Planning and Evaluating, Quality Assurance, Requirements Analysis, and Risk Management.
  • Comprehensive knowledge of programs, products, and solutions offered by BIC contracts to promote, explain, justify, and provide services to client agencies.
  • Expert knowledge of supply chain risk management (SCRM) standards, processes, and practices with an emphasis on IT supply chain security and supply chain risk management policies, requirements, and procedures.
  • Knowledge of Supply Chain Risk Management Practices and processes to include conducting cyber security and contract compliance risk identification, monitoring, reduction and mitigation techniques.
  • Knowledge of Cyber SCRM processes and techniques.Expert knowledge of supply chain risk management (SCRM) standards, processes, and practices with an emphasis on IT supply chain security and supply chain risk management policies, requirements, and procedures.
  • Skill in preparing high-quality written documents, such as statements of work, reports, project plans, technical analyses, etc.
  • Skill in communicating orally, including briefings and informal presentations.
  • Knowledge of information technology within the Federal Government. Detailed knowledge of current information system technology needed to assist client agencies in analyzing complex mission requirements and applying information technology in efficiently and effectively meeting these requirements.
  • Expert knowledge of analytical practices associated with a wide range of qualitative (general auditing principles, practices and the analysis and reporting of financial data) and quantitative methods (presentations and reports, spreadsheets, charts, statistical tools) to assess and improve the effectiveness of complex contract management processes and systems.
