This position is located in the Cybersecurity Division (CSD) within Cybersecurity and Infrastructure Security Agency (CISA). The Cybersecurity Division leads cybersecurity efforts for CISA as the Nation's flagship civilian cyber defense organization. The division collaborates with partners across the government and private sector to enhance the Nation's cybersecurity by sharing information, providing cybersecurity services and technical assistance, as well as through education and awareness.

Responsibilities

The Associate Director for Capacity Building is responsible for monitoring and evaluating the effectiveness of the enterprise's cybersecurity safeguards, to ensure that they provide the intended level of protection, assess policy needs and collaborate with stakeholders to develop policies to govern cyber activities, design/integrate a cyber strategy that outlines the vision, mission, and goals that align with the organization's strategic plan, conduct long-range, strategic planning efforts with internal and external partners in cyber activities, and collaborate with key stakeholders to establish a cybersecurity risk management program.

Specific responsibilities include:

Work with the Assistant Director and Deputy Assistant Director to participate in the development, implementation and management of the CSD strategic plan.

Advise the Assistant Director on issues relating to the cybersecurity of IT networks across civilian government, as well as State, Local, Tribal, & Territorial (SLTT) and private sector networks

Oversee the Department's responsibility for federal civilian networks and systems resilience by providing technical guidance and support for the cyber security (design, development, capacity planning, engineering, operations and maintenance) of the federal civilian government enterprise.

Oversee the development, implementation, and maintenance of cyber security tool suites and dashboard operations to assist in the monitoring, troubleshooting, and proactive management of networking and systems protection strategies using requirements in current cyber legislation, OMB policy memos, DHS regulations, NIST guidance, and industry best practices.

Ensure the secure and reliable operations and performance of unclassified federal civilian internetworking systems, equipment and network services and providing operational, administrative, and management guidance for the cybersecurity of critical infrastructure.

Oversee implementation of DHS cyber directives, Trusted Internet Connection, and secure cloud initiatives for CSD in support of future DHS and federal civilian priorities.

Provide oversight and management responsibility for developing and maintaining technical baselines for secure federal civilian network infrastructure through testing, evaluating and reviewing the enterprise network systems.

Qualifications

As a basic requirement for entry into the SES, applicants must provide detailed evidence of possession of each of the Executive Core and Mandatory Technical Qualifications listed below in a supplemental statement to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation.

Mandatory Technical Qualifications:

MTQ1 - Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities. Ability to think critically. Ability to ensure information security management processes are integrated with strategic and operational planning processes. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Skill in communicating with all levels of management including Board members (e.g., interpersonal skills, approachability, effective listening skills, appropriate use of style and language for the audience).

MTQ2 - Ability to deal effectively on complex homeland security-related issues with senior officials from all branches and levels of government and with other private sector and critical infrastructure/key resource owners, operators, and other stakeholders.

MTQ3 - In-depth experience in developing and managing very complex and large scale information technology acquisitions in all of the following areas: cyber security tools, cyber security services, cyber security testing, cyber security operations, telecommunications technologies, mainframe systems and operations, networking, applications systems architecture and design.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed above.

The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications.

This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
