Responsibilities

The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. The IT Governance division provides IT leadership, strategy, policy, strategic business, investment, and compliance management guidance and assistance to DOL agencies.

Major duties for this position include, but are not limited to the following:
  • Supervises a team of analysts in the work unit providing advisory services and technical assistance to DOL staff for agency information collections.
  • Reviews team member analysis of program office justifications for imposing information collection requirements to ensure adequacy of such elements as problem definition, criteria used, financial soundness, manner of validation, supplemental findings and recommendations for correction.
  • Oversees OCIO policies, standards and processes for paperwork reduction and participates in DOL activities to implement the Paperwork Reduction Act.
  • Provides department-wide leadership in the development of policies, standards, objectives and procedures for information collection activities under the Paperwork Reduction Act.
  • Establishes performance criteria and evaluates sub-agency compliance with federal standards, regulations and statutes that govern the creation production, dissemination and disposition of information created or collected by the government.
  • Responsible for extensive and complex management studies and analyses to evaluate and determine information collection requirements necessary to meet agency regulatory goals.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service to qualify for GS-14.

Specialized Experience to qualify for GS-14 is defined as:
  • Experience administering or managing a public information collection management program that involved: information collection requests; participating in any federal proposed or final rulemaking activities involving public information requests; and conducting quality and timely information collection management review and technical analyses.
  • Experience developing, applying, and implementing continuous process improvement or lean six sigma methodologies, policies, and procedures to create and sustain a public information collection program with measurable quantitative and qualitative outcomes.
  • Experience leading a diverse project, program, and/or team, and providing training to project/program team members.
  • Experience representing a program or project to internal and external senior leadership, stakeholders, and other audiences.
