Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the ST-APF-W00YAA USA INTELLIGENCE/SECURITY COMMAND, US Army Intelligence and Security Command Mission Support Command, ACOFS, G-7, Fort Belvoir, VA.

Responsibilities

  • Provides subject matter expertise for the acquisition, fielding, and integration of new intelligence systems (i.e., DCGS-A), analytics, and ground Aerial Intelligence, Surveillance, and Reconnaissance (AISR) architecture requirements.
  • Determines systems, analytics, and AISR architecture gaps and formulates site transition plans and develops new or unique methodologies to fill these gaps.
  • Reviews and approves AISR architectural products associated with the development of modernization requirements for Processing, Exploitation and Dissemination (PED).
  • Identifies and coordinates issues related to the modernization, upgrade, and lifecycle replacement of existing intelligence systems such as DCGS-A, analytics and ground AISR architecture requirements.
  • Maintains working relationships and liaison contacts with Program Managers, Senior Intelligence Officers, and others in order to assist in identifying intelligence systems and analytics integration needs and requirements.
  • Develops and interprets operational intelligence systems and analytics requirements in support of Theater and Functional campaign plans.
  • Receives prioritized desired system functionality, analyzes tasks, and enforces standardization in order to ensure fully integrated system of system solutions.
  • Coordinates for Quick Reaction Capabilities (QRC) alternatives to include establishment, sustaining, maintaining, and terminating when QRC has met utility and when Program of Record (POR) solutions are not readily available.
  • Translates intelligence program goals and objectives into resource guidance and to advise policymaking and decision making officials on overall application and technical AISR architecture design and implementation in support PED.
  • Analyzes resources required for the mission including personnel, equipment, and funding requirements related to the intelligence systems, analytics, and ground AISR architecture requirements in support PED.
  • Initiates and coordinates in the preparation of, or revision of, appropriate materiel fielding requirements documents, program management documents, test plans, and training plans for chartered systems.
  • Represents the command for the Unit?s type classification, materiel release, fielding, and transfer processes in support of materiel requirements and acquisition in accordance with applicable guidance.
  • Recommends new or amended policy, guidance, and procedures pertaining to AISR concept development activities.
  • Presents briefings to management on all facets of intelligence system functionality, documentation, acquisition, capability, requirements, and/or upcoming project timelines.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) Travel may be required 25% or less of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in the acquisition, fielding, and/or integration of new intelligence systems such as Distributed Common Ground System-Army (DCGS-A), analytics, and/or ground Aerial Intelligence, Surveillance, Reconnaissance (AISR) architecture requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
