Summary

This position is part of the Space Development Agency, Contracts Cell. The incumbent will be responsible for serving as a Senior Advisor to the Contracts Chief providing advice and action on acquisition issues, including those issues pertaining to grants and other forms of non-procurement and innovation acquisition strategies and methods.

This position will be moving from the Pentagon/Crystal City area to Chantilly, VA in early/mid 2021.

Responsibilities

As a CONTRACT SPECIALIST at the NH-1102-4 some of your typical work assignments may include:
  • Serving as an expert in all aspects of cradle to grave management of a wide range of acquisition instruments for a broad range of products and services.
  • Facilitating continuous improvement and innovation in the planning, development, and program execution for multi-million to multi-billion dollar systems, services, information technology, and initiatives of high visibility and criticality to the (SDA) mission.
  • Providing guidance and support to include an integrated approach across components in the areas of acquisition strategy, contracting processes, customer support, contract pricing, program analysis, product development, and readiness.
  • Assisting contracting officers and office directors in advance acquisition planning, workload distribution, and priority setting.
  • Serving as a member on executive level DoD/industry working groups and in the strategic acquisition planning process.

Qualifications

You may qualify at the NH-04 level if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH - 03/GS-13 grade level in the Federal service:
  • Interpreting and applying Government contracting/acquisition laws and policies
  • Advising and assisting stakeholders with acquisition planning for projects for leading-edge technology and military prototypes (such as those related to space and satellite development)
  • Conducting cost/price analysis and leading negotiations for contracts for high visibility R&D and/or service efforts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102 series.

A baccalaureate degree from an accredited academic institution.

This requirement does not apply to a DoD civilian employee or Service member who:
- Served as a contracting officer with authority to award or administer contracts in excess of the SAT on or before September 30, 2000.
- Served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30,2000.
- Is an enlisted member of the CCF. This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking employment within DoD as an 1102.
