Responsibilities

This position serves as a Management and Program Analyst and leads the design, development, and implementation of succession planning programs, projects, and initiatives under the minimal direction of a manager or executive. The analyst works closely with colleagues and leaders across the FAA to ensure that all succession planning products and services meet the needs of the larger organization.

Leads projects and initiatives to provide succession planning and leadership development opportunities for the FAA employees across the enterprise to build professional, management, and leadership competencies and to strengthen the agency's leadership pipeline and pools of succession candidates. Learning vehicles may include classroom courses, virtual courses, webinars, briefings, job aids, coaching, mentoring, and on-the-job experiences. Provides input and feedback to less experienced colleagues.

Works with AHD management to clarify the goals and scope of projects and initiatives and the factors critical to success. Develops clear, complete and defensible plans to execute projects and initiatives to include activities, schedules, and resources as appropriate. Considers stakeholders and colleague insight, lessons from past experience, and leading practices in developing plans. Identifies and recommends execution approaches, methods, and techniques that have the highest likelihood of success in the FAA organization and culture. Coordinates with AHD management and/or purchasing and contracting personnel to secure resources as needed.

Manages execution of plans in accordance with defined goals and scope. Engages and collaborates with colleagues as well as line of business and staff office stakeholders in execution where it makes sense to advance progress and results. Build relationships and partnerships to surface shared interests, foster support, and achieve better outcomes. Creates and maintains pertinent guidelines and procedures to clarify executions expectations and responsibilities as needed. Pro-actively monitors plan execution, notifies management of issues, and recommends mitigations actions. Develops and delivers information, messages and briefings to keep AHD and AHR management and leadership apprised of progress, results, and opportunities for the future.

Stay abreast of practices and trends in succession planning and leadership development within and outside government. Assists in evaluating, recommending and incorporating practices to improve processes and procedures used in AHD and across FAA. Serves as a subject matter expert when needed with design teams in intermittently reviewing and redesigning existing learning programs/offerings, or in creating new programs/offerings to enhance impact and value to customers and the agency.

Conducts all activities to the highest ethical standards-communicating effectively, remaining flexible, respecting differing opinions, and exercising patience in challenging situations. The work is reviewed to ensure success in achieving planned results. The position has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. The work activities impact the entire FAA.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Designing, developing and delivering succession planning in a large organization.

You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.
