Serves as a Manager in the Office of Commercial Space (AST), Policy and Innovation Division (ASZ-200). ASZ-200 is a multidisciplinary organization that supports AST through stakeholder outreach, international and inter-agency engagements, development, publication, and management of Regulations and Advisory Circulars, as well as crafting policies.

Responsibilities

Responsible for assisting the Division Manager with coordinating the Division's ongoing work in the establishment and development of national policies, regulations, standards and procedures for the operation and competitive viability of the federal role in commercial space transportation. Applies a comprehensive knowledge of policies, programs, Federal law and regulations to enhance AST's ability to leverage and apply external research to address FAA requirements and gaps to effectively support commercial space integration plans. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.

Assists the Division Manager in providing management oversight and direction for analyses and recommendations concerning broad and complex strategic issues involving internal management systems and functional assignments. Makes recommendations on operational topics and ensuring collaborative decision-making across the organization. Works under the broad program direction of the Division Manager (ASZ-200), with delegated authority to independently manage, direct and oversee the functions and activities of the office. Establishes and maintains communication with senior level internal and external stakeholders and represents the Office of Commercial Space Transportation in a variety of matters involving technical and operational issues.

Managerial duties include communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities, coaching and developing staff; monitoring and evaluating performance of managers and employees; employee recognition and rewards, approving leave; and taking corrective/disciplinary actions as appropriate. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility; and participates in the labor-management partnership process by fostering a work environment where are all employees are treated in a fair and equitable manner.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures to monitor, direct, and provide oversight of projects and programs. Regularly reviews projects and programs to make sure they are aligned with long and short-term AST goals, objectives, and plans. Establishes and refines division objectives to support those goals and plans. Ensures that the broad technical staff has the required guidance to carry out policies, programs, and regulatory oversight functions.

Serves in a leadership position that influences a technical workforce by facilitating the integration of programs and policies; advocating the tactical use of concepts and technologies to advance the strategic goals of the organization. Coordinates with multiple internal/ external customers, other lines of business, and industry on unique issues; and coordinates, monitors and tracks multiple activities and programs across the organization. Possesses the ability to create positive working relationship to ensure coordinated responses with counterparts at the appropriate levels of the Commercial Space organization, along with other organizations to enable problem solving at the lowest level.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/ SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-14/FV-J) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization

SPECIALIZED EXPERIENCE is defined as:
  • Experience in program/project management and experience coordinating and resolving complex business, administrative or financial issues. OR;
  • Experience providing oversight, direction, and evaluation of programs to ensure compliance with regulations, programs, procedures and safety standards governing commercial space transportation operations.
