Duties

Summary

This position is located in the Office of Development Credit (ODC) in the U.S. International Development Finance Corporation (DFC). The incumbent will serve as a junior officer in support of project eligibility screening, project intake and incubation, and project finance underwriting and analysis across an array of sectors and geographic locations around the world.

Responsibilities

Analyze new loan proposals to determine their financial, technical, economic, legal, marketing and political feasibility.

Work with and modify sponsor-provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing.

Support negotiations with key interested parties on DFC financing terms, including collateral security and completion support, as well as policy requirements.

Consult with recognized industry experts on the technical aspects of proposed projects and assists in the selection and procurement of consulting services.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes: underwriting real estate credit, housing credit, or mortgage finance facilities in international markets; underwriting/analyzing credit risks in emerging markets; and evaluating financial models for measuring real estate project performance.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes: leading the underwriting for real estate credit, housing credit, or mortgage finance facilities in international markets; leading the underwriting/analyzing of credit risks in emerging markets; and developing and evaluating financial models for measuring real estate project performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
