Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of of Field Operations, National Targeting Center - Counter Terrorism Division in Washington, D.C.

This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $122,530.00 (GS-14, Step 1) to $159,286.00 (GS-14, Step 10) with promotion potential to $159,286.00 (GS-14, Step 10).

In this First-line Supervisory Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs. Typical work assignments include:
  • Providing program guidance on monitoring and analysis of processes and procedures; providing a comprehensive knowledge of analytical tools, methodology, management issues and programs.
  • Using various analytical tools such as automated databases to maintain awareness of problems or issues impacting internal and external stakeholders.
  • Providing technical direction and guidance to CBP field locations and other law enforcement agencies on strategic issues; providing program guidance on CBP regulations to resolve problems or issues.
  • Overseeing the implementation of quantitative and qualitative analysis and establishing metrics for programs that may include risk assessment on patterns and trends.
  • Directing, coordinating, and overseeing the work of subordinate supervisors.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Managing a professional, technical, and/or administrative program or program segment that had department-wide or government-wide impact.
  • Providing expert and authoritative advice on program issues to officials of other organizations.
  • Developing measures that evaluate performance and providing recommendations for program improvement.
  • Implementing quantitative and qualitative methods within the scope of the respective project and reporting of results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/29/2021.
