ERP International is currently seeking a Senior Manager of Contracts Procurement. This role will be based out of the corporate office in Laurel, MD, and will report directly to the Vice President of Contracts and Compliance. The Senior Manager of Contracts Procurement will provide leadership, coordination, and administration for a diverse portfolio of contracts, programs, and services. The ideal candidate is a highly motivated and detailed oriented individual with progressive experience managing contracts and subcontracts management with the US Federal Government. Responsibilities Responsible for creation, review, negotiation, and administration of Prime Contracts, Subcontracts, Purchase Orders, Task Orders, Contract Modifications, Teaming and Non-Disclosure Agreements. Reviewing and analyzing RFPs negotiating customer contracts reviewing, drafting and negotiating various types of agreements, including non-disclosure agreements, teaming agreements, and, product and service agreements. Reviewing and preparing responses to requests for proposals, requests for quotes, requests for information and similar competitive bid documents from potential and existing customers. Responsible for cradle to grave contracts and subcontracts administration to ensure compliance by providing guidance and support to Program Managers, by interpreting terms and conditions, monitoring contract performance to ensure compliance with contract terms, from proposal stage to project close-out, including timely submittal of required reports Reviewing and advising on documents prepared by clients, such as statements of work, service level agreements, pricing schedules, and customer obligations, and advising clients on various contractual provisions and issues. Negotiating with Government andor Subcontractors to achieve a satisfactory resolution of the disputes. Works regularly with FAR requirements, schedules, proposal developments, statements of work, cost and pricing data, contractual flow-down, government reporting requirements, cost accounting standards (CAS), bids, prices, terms of payment, and availability of services to be provided. Use functional experience and expertise in the review and administration of NDAs, Teaming Agreements Subcontract Agreements Cradle to Grave Contracts Subcontracts Administration including Proposal Development of Pricing and Management Volumes Works with proposal team to develop a pricing strategy for company priority bids Responsible for all aspects of the cost and business pricing Participate in pricing reviews, peer reviews and support internal audit and external auditsreviews Serves as a point of contact with internal functional areas and direct reports concerning specific contract questions, issues, and problems and keeps appropriate team members informed of issues and coordinates resolution. Identify areas of risk and develop mitigation strategies and to comply with Federal Acquisition Regulations. Trainingadvising internal clients on various contractual provisions, issues, approaches, preferred practices, and corporate policiesprocedures. Qualifications Minimum Qualifications Bachelorrsquos Degree from an accredited college or university in a Business Administration or related discipline, or equivalent experience is required. Minimum 7 years contracts andor subcontracts management with US Federal Government working closely with government contracting officials, systems integrators, prime contractors, and subcontractors. Must have experience in working in a DCMA approved purchasing system environment Must possess extensive knowledge of and experience working in FARsDFARs compliant environment Excellent teaming capabilities with a strong ability to navigate complex negotiations with qualified industry partners to complement our strengths and weaknesses through understanding proposal requirements. Extensive experience in directing, managingsupervising the contracting process including formation, negotiation, and administration activities Excellent oral and written communication skills, organizational skills, ability to manage multiple projects at once, follow through and meet deadlines Demonstrated ability to work with professional, multi-disciplinary teams as a group leader as well as a participant. Highly effective supervisory skills are necessary to train, motivate and monitor staff working on complex issues. Demonstrated experience in complex contract negotiations. Strong verbal and written communication skills.
